Mounds View City Council September 28, 2015 <br />Regular Meeting Page 2 <br /> <br />7. COUNCIL BUSINESS 1 <br />A. 7:00 p.m. Public Hearing: Resolution 8457, a Resolution to Consider a 2 <br />Residential Kennel License for Courtney and Chris Hansen, located at 2364 3 <br />Laport Drive. 4 <br /> 5 <br />Acting City Administrator Crane requested the Council consider a residential kennel license for 6 <br />Courtney and Chris Hansen to allow them to have four English Springer Spaniels. She reported 7 <br />that the Hansen’s yard was now fully fenced. She commented that the City has received no 8 <br />complaints regarding these animals. Staff noted that proper notification had been made for this 9 <br />item and recommended approval of the request. 10 <br /> 11 <br />Mayor Flaherty opened the public hearing at 7:08 p.m. 12 <br /> 13 <br />Frank Blasiak, 2361 Laport Drive, asked if the property could have additional animals onsite and 14 <br />if there would be pickup and drop-off of pets. Acting City Administrator Crane described the 15 <br />differences between a residential and commercial kennel license. She explained the Hansen’s 16 <br />were applying for a residential kennel license, which would allow them to have four dogs on 17 <br />their property, and no more. She indicated the property would not be used as a commercial 18 <br />business. 19 <br /> 20 <br />Courtney Chris, 2364 Laport Drive, explained her four English Springer Spaniels were show 21 <br />dogs. She commented that her dogs were also used as therapy dogs. 22 <br /> 23 <br />Mike Szczpenski, 2385 Laport Drive, questioned what City Ordinance addressed pet and kennel 24 <br />requirements. Mayor Flaherty reported Ordinance 890 set the licensing, kennel and pet limits for 25 <br />the City of Mounds View. 26 <br /> 27 <br />Hearing no further input, Mayor Flaherty closed the public hearing at 7:14 p.m. 28 <br /> 29 <br />Mayor Flaherty reviewed an email that was sent to the City Council stating opposition to the 30 <br />kennel license. 31 <br /> 32 <br />Council Member Mueller questioned how long the Hansen’s have lived in Mounds View. Ms. 33 <br />Hansen reported she closed on her house on August 19th. 34 <br /> 35 <br />Council Member Mueller asked if the animals were family pets. Ms. Hansen indicated this was 36 <br />the case. 37 <br /> 38 <br />MOTION/SECOND: Mueller/Gunn.
