Item No: 07B <br />Meeting Date: October 26, 2015 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Public Hearing, Resolution 8471, a Resolution to Consider a <br />Residential Kennel License for Gerald Kluthe and Lanette Zaiger, <br />located at 7869 Greenwood Drive <br /> <br /> <br />Background <br /> <br />Gerald Kluthe and Lanette Zaiger own a home located at 7869 Greenwood Drive. They <br />currently have three (3) dogs (2 Rat Terriers and 1 Belgian Tervuren). All dogs are current <br />on their rabies shots and have been licensed (tagged). <br /> <br /> <br />Discussion <br /> <br />On August 25, 2014, the Mounds View City Council approved Ordinance 890, which revised <br />the requirements for obtaining a kennel license by not requiring residents to present a <br />petition, but instead to have Staff send a public hearing notice to property owners or those <br />occupying the land within five hundred feet (500’) radius at least ten (10) days before the <br />public hearing. The City sent notices of this public hearing to residents within 500 feet <br />radius of 7869 Greenwood Drive more than ten (10) days prior to this public hearing. <br /> <br />Staff has received animal complaints with this property, and many police calls. In addition, <br />Staff recently received four (4) phone calls from neighbors not in favor of Gerald Kluthe and <br />Lanette Zaiger receiving a residential kennel license. The neighbors did not want to submit <br />their concerns in writing, but all four neighbors stated they were concerned that Mr. Kluthe’s <br />dogs always appear to escape and run at large in the neighborhood. <br /> <br />Gerald Kluthe and Lanette Zaiger will be present at this meeting to answer any questions. <br /> <br />Recommendation <br /> <br />Staff recommends opening the public hearing for public comment, and considers Resolution <br />8471.
