Item No: 7G <br />Meeting Date: November 9, 2015 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Brian Erickson, Public Works Director <br />Item Title/Subject: Resolution 8477, Authorize Stantec to Perform Construction <br />Services for the Groveland Lift Station <br /> <br />Background: <br />The Groveland Lift Station is one of two sanitary lift stations owned and operated by the City of <br />Mounds View. As design was underway for the Street and Utility Improvement Project – Area H <br />(City Project No. 2014-C04), the decision was made to include the rehabilitation of this lift station <br />as part of the Area H project. This work was included in bid documents and is part of the <br />contract awarded to Northwest Asphalt. <br /> <br />Discussion: <br />The inclusion of the lift station rehabilitation as part of the Area H project allowed this work to be <br />bid as part of a larger project. As a result, some economies were realized and the potential <br />need to coordinate between two different contractors was eliminated. At this point Northwest <br />Asphalt has received materials that required a long shipping time, installed dewatering, and is <br />preparing to begin excavation for this phase of the project. <br /> <br />However, one necessary item that has not been awarded is the construction services to be <br />provided by Stantec Consulting Services, Inc for the rehabilitation of the Groveland Lift Station. <br />On December 8, 2014, via Resolution 8345, the City Council awarded design services for the lift <br />station. Stantec completed the design work and it was included as part of the bid package for <br />Area H. Resolution 8393 awarded the construction services for the street portion of Area H to <br />Stantec on April 13, 2015. <br /> <br />In September 2015, staff met with Stantec to discuss construction progress on Area H. During <br />those discussions, Stantec brought to light the fact that the construction services awarded as <br />part of Resolution 8393 did not include the lift station construction. Stantec then provided a <br />proposal that would cover the staff time required to inspect the lift station rehabilitation. This <br />time would include not only field inspection, but review of the technical shop drawings and other <br />submittals. Ideally, this proposal would have been awarded with the construction services with <br />Resolution 8393; however, that did not happen. In order to ensure the lift station is properly <br />constructed staff recommends that this proposal be accepted and this phase of work be <br />awarded to Stantec. <br /> <br />Recommendation: <br />Public Works recommends that the City Council adopt the attached resolution to authorize <br />Stantec to perform construction services related to the lift station rehabilitation. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br />Brian Erickson – Director of Public Works/City Engineer
