Item No: 7H <br />Meeting Date: November 9, 2015 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Brian Erickson, Director of Public Works <br />Item Title/Subject: Resolution 8478, Authorize Bolton & Menk to Proceed with Design <br />for CSAH 10 Trail Segments 6 & 11 <br /> <br />Background: <br />The City of Mounds View developed the County Road 10 Corridor Improvement Program. This <br />program has multiple goals: to revitalize the corridor, to create a sense of space and identity <br />within the community and to improve the safety and operation of traffic and pedestrian activities <br />along County Road 10. <br /> <br />Discussion: <br />On May 26, 2015 the City Council, via Resolution 8420, authorized Bolton & Menk, Inc. (BMI) to <br />begin design work on two of the eleven segments that were proposed as part of the Corridor <br />Improvement Program. Segments 1-5, 9 and 10 have been completed to date. The two <br />segments that were awarded to Bolton & Menk are: <br />• Segment 6 – Connection from the existing trail along the north side of CSAH 10 at Silver <br />Lake Road to Pleasant View Drive (original scope). <br />• Segment 11 – Connection from the existing trail along the south side of CSAH 10 just <br />west of Moe’s Sport’s Bar to Woodale Drive. <br /> <br />As BMI started their design work it became clear that the cost for these two segments would <br />exceed the funding that was available for this work. As a result staff discussed this with City <br />Council and recommended a reduction in scope on Segment 6 such that it ends at Groveland <br />Road. If extended to Pleasant View Drive there is no existing sidewalk along Pleasant View <br />Drive or CSAH 10 to the west, resulting in a dead end trail. Staff has also contacted Spring <br />Lake Park and at this point in time they have no plan for extending trail along the north side of <br />CSAH 10 to connect into Mounds View. The Council agreed with this reduction which allowed <br />the project to remain within budget restrictions. <br /> <br />To date, BMI has completed a topographic survey of the corridor and identified some items to be <br />addressed in the design. This information is outlined in a draft memorandum provided to staff <br />and attached to this report. As a side note, staff has reviewed the draft memo and is not <br />recommended any changes. The final memo should be available for the Council Meeting on <br />November 9, 2015. The items of note in the memo include: <br />• Trail lighting <br />• Drainage <br />• Landscaping <br />• Edgewood Drive/CSAH 10 Intersection <br /> <br />Trail lighting will be installed along the new segments of trails. Spacing will be similar to the <br />existing trail at approximately a 100-foot interval. Decorative lights are planned for the <br />intersections and standard (shoebox) fixtures will be provided in between the intersections. The <br />lighting will be LED similar to the recently installed retrofit fixtures. In addition, staff will be <br />reviewing the possibility of adding lighting along the existing segment of trail west of Moe’s to <br />Long Lake Road as there is currently no existing lighting. This will require coordination with the <br />property owners, and staff will return at a future date with additional information regarding this
