The City is currently in the design phase of the project and would like to discuss the <br />planned improvements for Quincy Street (between County Road I and Hillview Road), Hillview Road (between Jackson Drive <br />and Quincy Street), and Jackson Drive (between Lois Drive and Hillview Road) with adjacent property owners. There is no <br />direct cost or special assessment to you for these planned improvements. <br />The City invites you to attend a short presentation by Engineering staff at the next Streets and Utilities Committee meeting to <br />learn more about the proposed street design and allow the public an opportunity to ask questions and provide any feedback, <br />input, or suggestions. The meeting details are as follows: <br /> <br />STREET DESIGN PRESENTATION <br />7:00 P.M. – MONDAY, NOVEMBER 16, 2015 <br />MOUNDS VIEW CITY HALL – 2401 COUNTY ROAD 10 <br />Background: <br />Quincy Street, Hillview Road, and Jackson Drive are designated roadways on the Municipal State Aid System (MSAS). This <br />designation allows the City to receive funding from the State of Minnesota for its maintenance and construction costs. The <br />City receives approximately $450,000 annually from this funding source. MSAS streets are required to meet State-Aid <br />standards for minimum lane widths, centerline striping, and designated parking lanes. <br />Other streets within Area I will be reconstructed to the city standard of 28’ in width when measured from face of curb to face <br />of curb. In addition, parking will not be restricted on these streets as they are designated as local roads as opposed to being <br />part of the MSAS. <br />Quincy Street, Hillview Road, and Jackson Drive are also designated to be a pedestrian/bicycle corridor in accordance with the <br />City’s Comprehensive Plan. The Comprehensive Plan is the City’s “master plan” to guide future development through the year <br />2030. The pedestrian/bicycle corridors will create a citywide trail and sidewalk system when complete, connecting <br />neighborhoods to parks, schools, library, civic centers, transit, shopping, and other neighboring city and regional trails and <br />sidewalks. <br />Planned Improvements: <br />These streets will be fully reconstructed with a new asphalt pavement section and concrete curb and gutters similar to other <br />recent street projects. Typical sections of the planned roadway improvements will be shown at the meeting. <br />Parking: Due to relatively low traffic counts and infrequent use of on-street parking, parking is planned on only one side. On- <br />street parking on the opposite side will be prohibited due to state aid requirements. <br />Pedestrian/Bicycle Accommodations: A 6-foot wide, off-street, concrete sidewalk is planned along these streets. The <br />sidewalk will be located immediately behind the curb eliminating a turf boulevard strip. This sidewalk will be maintained by <br />Public Works including snow removal. No dedicated bike lanes are planned, however, the parking lane, can serve as a shared- <br />use lane for bicyclists, joggers, and other non-motorized traffic. <br />If you have any questions or comments regarding this matter, please contact Public Works at (763) 717-4050 or <br />brian.erickson@ci.mounds-view.mn.us.
