Item No: 7H <br />Meeting Date: November 23, 2015 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Brian Erickson, Public Works Director <br />Item Title/Subject: Resolution 8483, Approving Non-Standard Street Design and <br />Parking Restrictions for Area I of the Street and Utility <br />Improvement Program <br /> <br />Background: <br />The Street and Utilities Task Force developed street standards for use in the Street and Utility <br />Improvement Program (Program). Engineering staff and the Streets and Utilities Committee <br />both review and provide recommendations to the City Council for non-standard street and <br />financing issues encountered during implementation of the Program. All streets in the Program <br />between 26 and 32 feet wide are reconstructed to the “standard” street width of 28-feet wide <br />(measured from the face to face of vertical curbing). Non-standard streets are those outside of <br />this range and streets designated on the Municipal State Aid System (MSAS) that receive state <br />aid funds for maintenance and construction. In addition to non-standard street widths and lane <br />configurations, streets in the Program that are designated for future sidewalk or trailways (as <br />shown in the Comprehensive Plan map) are also evaluated and recommended for these <br />pedestrian/bicycle accommodations. <br /> <br />The City’s engineering staff and its consultant (Bolton & Menk) are currently in the design phase <br />for the Area I project. There are six sections of non-standard streets in Area I. They are: <br />1. Jackson Drive between Lois Drive and Hillview Road due to its designation as an MSA <br />street, the recommended pedestrian/bicycle corridor and its width. <br />2. Jackson Drive between Hillview Road and County Road I because it is recommended as <br />a pedestrian/bicycle corridor in a draft update of the Parks and Trails System. <br />3. Hillview Road between Jackson Drive and Quincy Street due to its designation as an <br />MSA street, the recommended pedestrian/bicycle corridor and its width. <br />4. Hillview Road between Quincy Street and the I-35W Service Road because a portion of <br />it is recommended as a pedestrian/bicycle corridor and its width. <br />5. Quincy Street between the northern dead end and Hillview Road because a portion of it <br />is recommended as a pedestrian/bicycle corridor. <br />6. Quincy Street between Hillview Road and County Road I due to its designation as an <br />MSA street, the recommended pedestrian/bicycle corridor and its width. <br /> <br />Owners of Area I properties were invited to a public information meeting hosted by the Street <br />and Utility Committee this year on November 16 to discuss the street design (attachment 1). In <br />addition, the Parks, Recreation and Forestry Commission was consulted regarding the <br />possibility of adding a sidewalk along Jackson Drive (segment 2 above). Staff <br />recommendations were a result of the comments from the public and the Commission. <br /> <br />Discussion: <br />The six street sections mentioned above have the following existing conditions: <br />1. Jackson Drive between Lois Drive and Hillview Road <br />a. Right of way 60 feet <br />b. Pavement width 41 feet <br />c. No sidewalk; however the Comprehensive Plan shows proposed
