<br />Item No: 07D <br />Meeting Date: November 23, 2015 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8485, Approving Severance for Heidi Heller, <br />Planning Associate <br /> <br /> <br />Background <br /> <br />Heidi Heller resigned from her position as Planning Associate and her last day of <br />employment was October 30, 2015. Ms. Heller has been employed with the City since <br />September 6, 2005. Attached is Resolution 8485, which authorizes severance to Ms. Heller <br />in accordance with Sections 3.45 and 3.47 of the Mounds View Personnel Manual. The <br />Planning Associate is a non-union, exempt classified position. <br /> <br /> <br />Discussion <br /> <br />In accordance with Section 3.45, of the Mounds View Personnel Manual: <br /> <br />Upon separation from the City, employees who have completed two or more <br />years of service and leave in good standing shall contribute 100% of their <br />eligible sick leave to their Retirement Health Savings Plan (RHSP). Except <br />as noted below, eligible sick leave is limited to 50% of an employee’s sick <br />balance, which is capped as follows: <br /> <br />Base cap = 960 hours. The base cap shall be increased by 20 <br />hours per year for each year employed beyond ten years. For <br />example, a 15-year employee’s cap would be 1060 and a <br />twenty-year employee’s cap would be 1160 hours. <br /> <br />Resolution 8485 provides a payout of Ms. Heller’s accrued/unused sick time. In accordance <br />with Section 3.45 of Mounds View Personnel Manual, Ms. Heller is authorized a sick time <br />payout totaling $6,391.21 to her Retirement Health Savings Plan. This is calculated as <br />405.92 accrued/unused sick hours times 50% times her hourly rate of $31.49. <br /> <br />Resolution 8485 provides a cash payout on Ms. Heller’s vacation time. In accordance with <br />Section 3.47 of the Mounds View Personnel Manual, Ms. Heller is authorized a vacation time <br />cash payout totaling $3,500.43. This calculated as 111.16 accrued/unused vacation hours <br />times her hourly rate of $31.49. <br /> <br /> <br /> <br /> <br /> <br />
