<br />Item No: 08C <br />Meeting Date: December 14, 2015 <br />Type of Business: Consent Agenda <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Resolution 8486 for Authorization to Approve a <br />Memorandum of Understanding to the Ramsey County Auto <br />Theft Prevention Collaborative Initiative <br /> <br />Introduction: <br /> <br />In 2012, the Ramsey County Sheriff’s Office secured funding from the Minnesota <br />Department of Commerce, Division of Insurance Fraud Prevention, Auto Theft Prevention <br />Program for the Ramsey County Auto Theft Prevention Collaborative Initiative for license <br />plate readers and awareness materials on behalf of the following partner agencies: <br /> <br />Ramsey County Sheriff’s Department <br />New Brighton Police Department <br />Maplewood Police Department <br />White Bear Lake Police Department <br />Mounds View Police Department <br /> <br />The Mounds View Police Department received one license plate reader through that grant <br />and a second plate reader through our own individual grant. <br /> <br />The Ramsey County Sheriff’s Department applied for new grant funding for the 2015-2017 <br />years and was awarded money for distribution and use by the above agencies for various <br />items. <br /> <br />Discussion: <br /> <br />The grant is managed by the Ramsey County Sheriff’s Department with the partner <br />agencies required to submit quarterly reports to the Sheriff in order to be eligible to receive <br />reimbursements. <br /> <br />The Mounds View Police Department requested grant funding specifically to cover the <br />annual license fees for our two license plate readers on hand ($500 ea. annually), totaling <br />$2,000 for the 2015-16 years. In addition, the Mounds View Police Department requested <br />funds for investigator overtime totaling $3,200 (20 hours @ $80/hr) for the 2015-16 and the <br />2016-17 year period. <br /> <br />The Ramsey County Sheriff’s Department is requesting all partner agencies to approve the <br />Memorandum of Understanding that outlines the guidelines for the agencies to provide <br />their required reporting and responsibilities in order to remain eligible for the grant <br />reimbursement funding through the Sheriff’s Department. <br /> <br /> <br />
