<br />Item No: 08D <br />Meeting Date: December 14, 2015 <br />Type of Business: Consent Agenda <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Resolution 8487 Approving 2016 Subscription Agreement to <br />Peace Officer Accredited Training Online (PATROL) <br /> <br />Introduction: <br /> <br />The Mounds View Police Department has utilized an online system for continuing <br />education courses called PATROL Online for the past two years. The League of Minnesota <br />Cities Insurance Trust (LMCIT), Minnesota Counties Intergovernmental Trust (MCIT), <br />Minnesota Chiefs of Police Association (MCPA) and Minnesota Sheriffs’ Association (MSA) <br />have all partnered to sponsor the Peace officer Accredited TRaining OnLine (PATROL) <br />system. <br />PATROL is a powerful learning tool for Minnesota law enforcement agencies. Course <br />material is developed through the materials and expertise of current case law, police <br />liability experts, insurance defense counsel, and law enforcement agencies. <br />Through PATROL, agencies have access to extensive web-based courses that can be <br />accessed at any time from any Internet connection. Upon successful completion of each <br />course, one POST credit is earned. Peace officers have access to: <br />• A new continuing education course each month, with each focusing on current <br />legal issues and research on important developments impacting Minnesota law <br />enforcement. <br />• A three-part series on Use of Force and Deadly Force to help law enforcement <br />agencies meet POST mandates. <br />• Seven courses to help agencies meet various OSHA standards. <br />• A six-part supervisory and leadership series. <br /> <br />All courses combined, peace officers can earn up to 28 POST credits each year. <br />Training through the PATROL system is a convenient way for the officers to obtain <br />many areas of valuable and required training, while on duty. <br /> <br />The cost for the training program is $85 per officer per year. The police budget has <br />$1,615 available to pay for this training. <br />
