<br /> <br />Item No: Item 07A <br />Meeting Date: Dec 28, 2015 <br />Type of Business: CB <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8498, Approving a Lease Agreement Renewal with <br />Dippin Chocolate, LLC, for Use of Kitchen Space in the <br />Mounds View Community Center <br /> <br />Introduction <br /> <br />The business known as Dippin Chocolate, LLC, has requested approval to renew their lease for <br />the commercial kitchen space at the Mounds View Community Center in 2016. Dippin <br />Chocolate has been leasing space for the last year without incident. City policy dictates that <br />only licensed caterers shall be able to rent out or use the kitchen. The business has such a <br />license. <br /> <br /> <br />Discussion <br /> Staff originally brought this request to the Council’s attention in November of 2014 and asked if it <br />would be amenable to a limited lease agreement with the entity. As it was explained, the <br />business would not be preparing food or cooking within the space, and at most would likely use <br />the dishwasher for cleaning serving equipment used off-site. It was communicated to the <br />business that any such lease would be non-exclusive and their usage could not interfere with or <br />disrupt existing tenant’s usage or other scheduled events, to which the business is agreeable. <br />According to staff at the Community Center, there have been no conflicts and the business has <br />been good to work with. The business will be required to provide proof of updated insurance, <br />provide an annual payment, and provide proof of current County licensure as a condition of <br />usage. No right of entry would be permitted after hours and no keys would be provided to the <br />business. Usage of the space would be paid on an hourly basis in a manner consistent with <br />policies and procedures already in place. <br /> <br /> <br />Recommendation <br /> Staff recommends that the City Council consider the attached lease agreement renewal with <br />Dippin Chocolate, LLC, for use of the kitchen space at the Mounds View Community Center, to <br />extend through December 31, 2016.
