<br />Item No: 07B <br />Meeting Date: December 28, 2015 <br />Type of Business: CB <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8497, Approving a Consultant Services Agreement with <br />the Greater Metropolitan Housing Corporation for Housing <br />Resource Center Services in 2016 <br /> <br />Introduction: <br /> <br />The City of Mounds View and its residents have benefitted from the services provided and <br />managed by the Greater Metropolitan Housing Corporation’s Housing Resource Center (HRC) <br />since 2001. By partnering with the Greater Metropolitan Housing Corporation (GMHC), Mounds <br />View residents and property owners have a “one-stop-shop” access to a variety of housing <br />improvement, efficiency loan and enhancement programs that they might not otherwise. The <br />services offered by the HRC provide an invaluable resource for the community. <br /> <br />Discussion: <br /> <br />The Housing Resource Center (HRC) is a division of the Greater Metropolitan Housing <br />Corporation (GMHC) whose stated mission is to “preserve, improve and increase affordable <br />housing for low and moderate income families, as well as to assist communities with housing <br />revitalization.” The HRC provides construction management consultations, program <br />administration, provides information on a variety of relevant housing programs and coordinates <br />and manages several grant and loan programs geared toward home improvement and <br />renovation. In 2007, the HRC agreed to manage the City’s Housing Replacement Program’s <br />demolition reimbursement component as part of the agreement, at no additional cost to the City. <br />The proposed fee for the contracted service in 2016 is $2,000, which is a substantial reduction <br />from the current fee of $10,000, due to a fall-off in activity the previous years. <br /> <br />Beginning in 2011, the HRC coordinated the administration and underwriting of the City’s new <br />loan programs intended to provide residents with low or no interest financing for home <br />improvements, needed renovations, blight elimination and remediation of code violations. The <br />fee for this additional service is $400 per loan closed plus a monthly processing fee charged by <br />the servicer, Community Reinvestment Fund (CRF). There is presently $33,600 available in the <br />loan pool. <br /> <br />Recommendation: <br /> <br />Approve Resolution 8355 which approves a consultant services agreement with the Greater <br />Metropolitan Housing Corporation for Housing Resource Center and loan administration <br />services in 2015. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />City Administrator
