Item No: 07C <br />MOT T D t T� Meeting Date: April u mess <br />UNL �/ Type of Business: Council Business <br />sv <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8243 Approving a Three Year Labor Agreement <br />with the Public Works Group Effective from January 1, 2014, <br />through December 31, 2016 <br />Background: <br />The previous labor agreement with the Public Works Group expired at the end of 2013. <br />The City and Public Works have conducted a series of negotiation sessions and have come <br />to an agreement on terms for the three year period beginning January 1, 2014. <br />Incorporated into this labor agreement are the results from the Compensation Study <br />conducted by Springsted in 2013. The study determined that the Public Works <br />Maintenance Workers were paid below comparable wages in the surveyed communities; as <br />a result the proposed wages for 2014 reflect an increase to meet the comparable media <br />rate. <br />Discussion: The Agreement provides for the following changes: <br />Article 5: Definitions <br />Standby Duty was redefined to provide for a typical response time of 45 minutes rather <br />than 60 minutes. <br />"STANDBY DUTY" means that an EMPLOYEE is assigned to specific hours outside the <br />normal workday/workweek shift during which the EMPLOYEE must remain available to be <br />reached by telephone and be ready to immediately return to work for call back purposes <br />typically within forty-five (45) sixty (60) minutes, or less, of call back orders. <br />Article 7: Work Schedule <br />The pre -shift bonus bay has not increased in many years. Presently, if a worker is called in <br />early to plow snow, for example, for each hour before their scheduled start time, theywould <br />be paid an extra $7 per hour, up to $28. If the Employee ends up working overtime (longer <br />than an eight-hour shift) each hour of overtime replaces each hour of pre -shift pay. Pre - <br />shift pay was increased to $8 per hour with a maximum $32 per shift. <br />Article 18: Safety <br />The previous contract was for two years, the present contract is for three years. The <br />maximum reimbursement allowed for safety glasses increased from $265.00 to $397.50 to <br />account for the third year of the agreement. <br />
