_ Item No: 3 <br />mo TATns Vra— Meeting Date: MaYWork <br />5. cion <br />V1V1JJ 1L.rY Type of Business: WarkSession <br />City of Mounds View staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Review Stantec Prepared Crossroad Pointe Redevelopment <br />Project Report <br />Background: <br />The EDA owns three parcels located at the southwest corner of County Roads 10 and H2, referred <br />to as "Crossroad Pointe". The 4.25 acre redevelopment site has been cleared of all buildings and <br />improvements. At its meeting on October 28, 2013, the EDA selected Stantec Engineering to <br />prepare a planning and market analysis study for the redevelopment area, coordinate a visioning <br />exercise, seek public input and provide feasible redevelopment scenarios for the site. Stantec has <br />completed the report which was provided to the City Council for review on April 28, 2014. <br />Discussion: <br />Stuart Krahn of Stantec led the Council through a visioning exercise by conducting a SWOT <br />analysis (Strengths, Weaknesses, Opportunities and Threats) specific to the redevelopment site and <br />the City in general at the January 6, 2014, Work Session. Stantec took the information gleaned <br />from this meeting to prepare three site plan scenarios which were made available for public <br />comment at an open house on January 27, 2014. The public turnout for the open house was good <br />and while much feedback was provided, there was a wide variety of opinions, recommendations and <br />suggestions. There did seem to be greater preference expressed for the multi -use design scenario. <br />Building on the feedback received from the open house, Stantec prepared more refined multi -use <br />site plans for City consideration. <br />The EDA reviewed the refined site plans on February 24, 2014, and offered additional feedback. <br />The EDA felt there were too many uses wedged onto the site and did not express overwhelming <br />support for proposed residential units along Edgewood Drive. Stantec was asked to further refine <br />the plans, which they have done. The newest plans were identified as Concepts B and C. These <br />two plans are shown in the final report on Pages 4.7 and 4.8, labeled as Concept 1 and 2. <br />Recommendation: <br />Review the Stantec report and provide Staff with feedback. Staff anticipates that with the report and <br />demographic information in hand, we can begin to market the site to select developers or directly to <br />preferred end users.
