Mounds View City Council March 10, 2014 <br />Regular Meeting Page 3 <br />1 Wellhead Protection Plan in September 2013 in accordance with State regulations. He indicated <br />2 the City recently received approval of the entire plan. He requested the Council approve by <br />3 Resolution, the Wellhead Protection Plan. <br />4 <br />5 Council Member Mueller recommended a summary of the Wellhead Protection Plan be placed <br />6 on the City's website. Public Works Director DeBar stated he would be completing a report on <br />7 the plan for the City's website. <br />8 <br />9 Council Member Mueller requested comment from staff on the current condition of the City's <br />10 aquifer. Public Works Director DeBar explained that aquifer levels are decreasing. For this <br />11 reason, staff lowered its pumps in order to meet the City's water needs. <br />12 <br />13 MOTION/SECOND: Hull/Gunn. To Waive the Reading and Adopt Resolution 8223, <br />14 Approving the Wellhead Protection Plan. <br />15 <br />16 Council Member Meehlhause thanked staff for their efforts on the Wellhead Protection Plan. He <br />17 requested quarterly updates on the report and its implementation. <br />i8 <br />19 Mayor Flaherty questioned how TCAAP could impact the City's Wellhead Protection Plan. <br />20 Public Works Director DeBar stated staff would be monitoring the status of development taking <br />21 place around Mounds View as this would further draw down the aquifer. He noted there were <br />22 other organizations that would be monitoring the water supply as well. <br />23 <br />24 Ayes — 5 Nays — 0 Motion carried. <br />25 <br />26 D. Resolution 8224, Awarding a Construction Contract for the 2014 2MG <br />27 Ground Reservoir Rehabilitation Project. <br />28 <br />29 Public Works Director DeBar explained that at the February 24, 2014 City Council meeting the <br />30 Council approved plans and specifications for the 2MG ground reservoir rehabilitation project. <br />31 Staff advertised for the project and bids came in lower than originally estimated. The City <br />32 received five bids with the low bid received from Champion Coatings, Inc. from Savage, MN. <br />33 <br />34 Public Works Director DeBar discussed the financing of the project and recommended the <br />35 Council award a construction contract for the reservoir rehabilitation project to Champion <br />36 Coatings. <br />37 <br />38 Mayor Flaherty asked how much liability the vendor would assume while working on the <br />39 reservoir. Public Works Director DeBar discussed the waivers and liability insurance that <br />40 Champion Coatings would have in place while working on the reservoir. He explained the work <br />41 would come with a two-year warranty. <br />42 <br />43 Council Member Mueller thanked staff for providing the Council with an updated Resolution. <br />44 <br />45 MOTION/SECOND: Mueller/Meehlhause.
