of Mounds View Staff <br />To: Honorable Mayor and City Council <br />Item No: 07A <br />Meeting Date: March 24, 2014 <br />Type of Business: CB <br />Administrator Review: A�_. <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Public Hearing, Resolution 8234, a Resolution to Approve a <br />Temporary On -Sale Intoxicating Liquor License for the Mounds <br />View Festival in the Park Committee to Allow Maxx's Bar and Grill <br />to Serve Liquor During the August 16, 2014, Mounds View Festival <br />in the Park <br />Background: <br />In accordance with §502.03, subd. 6, of the Mounds View City Code, Temporary On -Sale <br />Intoxicating Liquor Licenses may be issued to a club, charitable, religious or non-profit organization <br />for not more than three (3) consecutive days. The Mounds View Festival in the Park Committee is a <br />non-profit organization that is requesting to have Maxx's Bar and Grill to serve liquor during the <br />Mounds View Festival in the Park on August 16, 2014. A public hearing is required for all liquor <br />licenses, and this public hearing was published in the City's official newspaper. In addition, Public <br />Hearing Notices were sent to residences within 500 feet of Mounds View City Hall. <br />Discussion: <br />The City Council approved a temporary liquor license for Maxx's Bar and Grill to serve liquor during <br />last year's festival. There were no instances of any liquor violations during last year's festival. On <br />March 18, 2014, the Mounds View Festival in the Park Committee approved to allow Maxx's Bar and <br />Grill to serve liquor during the August 16, 2014, Mounds View Festival in the Park, contingent on <br />City Council approval of a temporary liquor license. All applications and fees have been submitted. <br />However, Staff has not received a satisfactory criminal background check from the Minnesota <br />Bureau of Criminal Apprehension. This license would be contingent on receiving this satisfactory <br />check. <br />Maxx's Bar and Grill is located in Ham Lake. They have a current On -Sale Intoxicating Liquor <br />License with the Minnesota Department of Public Safety (Alcohol and Gambling Division), to include <br />a current Minnesota catering permit and a restaurant license with the City of Ham Lake. All licenses <br />are in good standing. <br />The owner of Maxx's Bar and Grill and a representative from the Mounds View Festival Committee <br />will be present at this meeting to answer any questions you may have in regard to management, <br />security and distribution of liquor during the Mounds View Festival in the Park event. <br />
