Approving the Job Description, Salary <br />Compensation, and Authorization to Advertise for the Public <br />Works Project Coordinator Position <br />Introduction: <br />During the December 2, 2013, Work Session, Public Works Director Nick DeBar discussed <br />restructuring the Public Works Department to address deficiencies in personnel and to <br />increase the effectiveness in providing essential services devolved upon the department. <br />According to Mr. DeBar's December 2, 2014, Work Session report, Mr. DeBar <br />recommended adding a Project Management position in the Public Works Department <br />(report attached). At the February Work Session and the February 10th City Council <br />Meeting, a new proposed position was discussed for the Public Works Department called <br />"Project Coordinator. This proposed position would work directly with the Director of <br />Public Works on capital improvements and public works construction projects. The Project <br />Coordinator would be responsible for the day-to-day coordination of assigned projects, <br />ensuring that work is completed on time and in compliance with standards. This position <br />would work closely with the Director of Public Works and provide regular project updates. <br />At the February 10th City Council Meeting, it was the consensus of the City Council to move <br />forward in completing a compensation analysis on the position. During the March Work <br />Session, the City Council reviewed the compensation analysis and it was the consensus of <br />the City Council to move forward in approving the job description, salary compensation and <br />authorization to advertise for the position. <br />Discussion: <br />Staff submitted the draft Project Coordinator job description to Springsted, Inc., and <br />requested them to do a HAY point and salary compensation analysis. Attached is <br />Springsted's report. Springsted recommends that the Project Coordinator be assigned 291 <br />HAY points, based on the position's comparability to the Planning Associate position, which <br />is also at 291 HAY Points. It is the recommendation of Springsted to assign the Project <br />Coordinator position with a pay range identical to the Planning Associate. Below is the <br />salary range for both the Planning Associate and the proposed Public Works Project <br />Coordinator position.
