Item No: 7B <br />Meeting Date: February 10, 2014 <br />Type of Business: Council Business <br />Administrator Review: <br />_tV <br />City of l�lounds !/iew Staff Report <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 8213, Approving Bidding Documents and Authorizing <br />Advertisement for Bids for 2014 Street and Utility Improvement <br />Project — Area G <br />Background: <br />The City is in the process of reconstructing 26 miles of City -owned streets and associated <br />underground utilities as part of the Streets and Utilities Improvement Program (Program). The <br />Program includes design standards, a financing plan, a prioritization/implementation (staging) <br />plan, and a communication plan for implementing reconstruction over a 9 -year period (2009- <br />2018) with an estimated program cost of $28 million. <br />Area G contains 1.8 miles of streets and is located in the north/northeast part of the city and <br />includes Ardan Avenue (Red Oak to Long Lake Road), Sunnyside Road and Greenwood Drive <br />(Ardan to Long Lake Road), and Eastwood Road (Sherwood to Long Lake Road). The <br />adjacent properties consist of entirely single-family housing and one church. Ardan Avenue is <br />the only non-standard street in this area due to municipal state aid status and <br />pedestrian/bicycle accommodations. <br />The City Council has taken the following steps, thus far, specific to Area G of the Street and <br />Utility Improvement Program: <br />® 05/28/2013: Authorized Engineering Design & Prepare Bid Documents (Res. 8108); <br />® 10/28/2013: Approved Non -Standard Street Design for Ardan Avenue (Res. 8168); <br />® 11/25/2013: Considered Stormwater Infiltration Basin (SIP) Appeals (Res. 8180). <br />In addition to the above, various neighborhood meetings were held to get input from residents <br />regarding non-standard street designs and proposed stormwater basin locations, both as <br />stand-alone meetings and as part of the Street and Utility Committee meetings. There have <br />been many hours of engineering staff time spent on communication, coordination, meetings, <br />reporting, tracking, and other project related activities. <br />Discussion: <br />Stantec has completed construction plans and specifications for use in obtaining public bids for <br />construction of the Area G project. These bidding documents have incorporated the Program <br />standards and City Council approved non-standard issues and decisions noted above. In <br />addition, municipal underground utilities needing repair, rehabilitation, or replacement have <br />been incorporated into the plans and specifications as recommended by public works <br />engineering and maintenance staff. Much of the sanitary sewer in the project area is proposed <br />to be lined and some replaced due to major deterioration and dilapidation. In addition, major <br />storm sewer improvements are included to address the flooding and drainage issues <br />associated in accordance with the Ardan Avenue Drainage Subdistrict Analysis Reports. <br />These improvements will have a very noticeable impact on storm sewer capacity and street <br />ponding. However, there are existing designated ponding and low areas in residential <br />backyard drainage easements that will continue to collect storm runoff. The increase in storm <br />sewer capacity will affect some of these locations and allow ponded stormwater to dissipate <br />
