Res. 8213, Approve Bid Documents and Authorize Advertisement for Bids for Area G <br />Page 2 <br />and drain more quickly. <br />The bidding documents also include the addition of a combined 6 -foot concrete sidewalk/5-foot <br />on -street bike lane on the south (eastbound) side of Long Lake Road between Red Oak Drive <br />and Eastwood Road. A concrete curb and gutter would be constructed between the sidewalk <br />and bike lane. This segment has been identified as a priority by the Parks Commission and is <br />considered a "missing link" since the current sidewalk along Long Lake Road ends at Eastwood <br />Road. Nine adjacent property owners were contacted and provided information related to the <br />improvements, along with a feedback form. Public Works heard from seven of the nine and, <br />overall, the majority supported a sidewalk. The total estimated construction cost for the Long <br />Lake Road sidewalk/bike lane improvements is $63,300. Ramsey County has a 50% cost <br />participation policy regarding these types of improvements along County roads. <br />An executive summary for the design phase has been prepared by Stantec and is attached to <br />this report for Council review. Also attached is a general layout of the project area. The Rice <br />Creek Watershed District (RCWD) permit application for the project is expected to receive <br />conditional approval pending review of corrections (CAPROC) at their board meeting on <br />February 26, 2014. In addition, the plans and specifications were sent to MnDOT for review of <br />State Aid compliance related to Ardan Avenue. Ramsey County is also reviewing the proposed <br />combination sidewalk/bike lane for consideration of 50% cost participation. Stantec has <br />estimated the cost for constructing the Area G improvements at $2,047,300 which includes <br />$436,300 in state aid improvements and $1,611,000 for non -state aid improvements. <br />The next stage of project development of Area G is the bid phase. This involves advertising the <br />project, distributing plans and specifications, answering and issuing clarifications for bidding <br />requirements, soliciting bid proposals, reviewing and tabulating bids received, and making a <br />recommendation for award for the construction phase. Stantec has provided an estimated <br />maximum fee for $6,000 to assist the City during the bid phase (hourly plus reimbursable <br />expenses). The attached resolution would also authorize Stantec to perform these services. <br />If the attached resolution is adopted, bidding documents will be finalized and the project <br />advertised in the official City newspaper (Sun Focus) and a regional trade publication (Finance <br />and Commerce) three weeks before bid opening (see Stantec letter for schedule). MnDOT <br />approval is expected prior to distribution of the plans and specifications. A bid opening date of <br />March 12, 2014 is proposed, with Council consideration for awarding construction contract on <br />March 24, 2014. A neighborhood meeting is tentatively scheduled for early April pending City <br />Council awarding the project. Construction would then be expected to begin sometime in early <br />May 2014 and be substantially complete in November 2014. <br />Recommendation: <br />Staff recommends that the City Council adopt the attached resolution approving bidding <br />documents and authorizing advertisement for bids for the 2014 Street and Utility Improvement <br />Project – Area G.
