T 7��c r��T Item No: 07B <br />MOUNDS VOW Meeting Date: January 13 : CQ <br />Type of Business: CB <br />City of Mounds view Staff Meport <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8200 Selection of the Official City <br />Newspaper, Acting Mayor, Treasurer and Official <br />Depositories for 2014 <br />Background: <br />In accordance with Minnesota Statutes 412.831, it requires the City Council to annually <br />designate a legal newspaper of general circulation in the City as its official newspaper. <br />In accordance with.Minnesota Statutes 412.121, it requires the City Council to annually <br />select an Acting Mayor from among City Council Members. <br />In accordance with Minnesota Statutes 427.01, it requires the City Council to annually select <br />an official depository for City funds. <br />In accordance with Section 6.04, of the Mounds View City Charter, it requires the City <br />Council to appoint a City Treasurer. <br />Discussion: <br />The Sun Focus, The Bulletin, and The Shoreview Press have each submitted proposals to <br />be the City's official newspaper for 2014 (proposal letters attached). The Council selected <br />the Sun Focus as the City's primary newspaper last year. All newspapers accept legal <br />notices via e-mail. <br />The City selected the Sun Focus as the City's official newspaper in 2009, 2010, 2011, 2012 <br />and 2013. At the January 2013, City Council Meeting, the City Council expressed interest in <br />selecting the Sun Focus as the City's official newspaper due to the better coverage that the <br />Sun Focus provides on City matters. <br />Last year and in years previous the Council selected the St. Paul Pioneer Press as the City's <br />secondary newspaper. Although the Pioneer Press did not submit a proposal this year, it <br />would certainly be acceptable for the Council to select the Pioneer Press as the City's <br />secondary newspaper. <br />In addition, the attached resolution appoints the treasurer consistent with Section 6.04 of the <br />City Charter, and also lists the city job positions that are authorized to conduct banking and <br />investment business on behalf of the City. <br />
