<br />Item No: 7A <br />Meeting Date: June 23, 2014 <br />Type of Business: Council Business <br />Administrator Review: _________ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Public Hearing for the Consideration of a Preliminary Plat <br />for a 5-lot subdivision at 8211 Red Oak Drive; <br /> Planning Case MA2014-002 <br /> <br /> <br />Introduction: <br /> <br />Terry Buchanan, owner of Kayak Remodeling & Redevelopment, has a purchase <br />agreement to buy the east two acres of the Abiding Savior Church property at 8211 Red <br />Oak Drive. Kayak has applied for a major subdivision to split the land into five single family <br />lots. <br /> <br />Discussion: <br /> <br />The applicant also needs to apply for a Comprehensive Plan map amendment since the <br />Comprehensive Plan existing and future land use maps designate this entire parcel as <br />“church.” It must be changed to “Single family detached” to be consistent with the new <br />residential use. A Comprehensive Plan Amendment requires a public hearing by the <br />Planning Commission, so staff is postponing the public hearing for June 23, 2014 and will <br />instead hold public hearings at the July 2, 2014 Planning Commission meeting and at the <br />July 14, 2014 City Council meeting for both the major subdivision and the comprehensive <br />plan amendment. <br /> <br />The residents within the required notification radius area were mailed a second notice <br />about the change and the new public hearing dates. <br /> <br />Recommendation: <br /> <br />Open the public hearing and take testimony from anyone who would like to speak on this <br />matter, and continue the public hearing until Monday, July 14, 2014. <br /> <br /> <br />Respectfully submitted, <br /> Heidi Heller <br />Planning Associate <br />
