Item No: 07B <br />Meeting Date: August 11, 2014 <br />Type of Business: Work Session <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: First Reading of Ordinance 890, Amending Section 701.04, <br />subd, 8(a) of the Mounds View City Code, Revising Kennel <br />Licensing Requirements <br /> <br /> <br />Background <br /> <br />In accordance with the Mounds View City Code §701.03, subd. 10(a), any premises where three <br />(3) or four (4) dogs over six (6) months of age are owned, boarded, bred, kept, or harbored must <br />obtain a Residential Kennel License approved by the City. In accordance with §701.03, subd. <br />10(b), any premises where more than four (4) dogs over six (6) months of age, boarded, bred, <br />kept, or harbored is required to obtain a Commercial Kennel License. The City is starting to see <br />an increase in Residential Kennel License applications, and Staff felt this may be a good time to <br />re-examine the City Code in regard to kennel licensing. During the July Work Session, the City <br />Council reviewed the requirements of obtaining a kennel license with the City. <br /> <br />The City currently has five (5) Residential Kennel Licenses, and one (1) Commercial Kennel <br />License (Sham-O-Jet Kennels). Of the five (5) Residential Kennel Licenses, four have three (3) <br />dogs on the premises, and one has four (4) dogs on the premises. <br /> <br /> <br />Discussion <br /> <br />It was the consensus of the City Council to revise the licensing requirements for obtaining a <br />kennel license by removing the petition requirement and adding a public hearing requirement in its <br />place. The City Council will continue to approve all residential and commercial kennel licenses. <br />Currently, §701.04, subd. 8(a) states: <br /> <br />Subd. 8. Kennels: (Ord. 696, 4-22-02) <br /> <br />a. Licensing requirements: The owner of a proposed dog kennel shall submit a license <br />application and present a petition to the City Administrator signed <br />by more than fifty percent (50%) of all registered landowners or <br />those occupying land within five hundred feet (500’) of the <br />proposed kennel who agree to the establishment of the kennel. <br />The petition shall contain, among other items of information, the <br />number and species of dogs intended to be kept on the premises, <br />whether the yard or kennel area is or will be fenced and whether <br />the dogs would be raised for breeding purposes. Upon the receipt <br />of the petition and license application, the City Administrator shall <br />present the petition and application to the City Council for their <br />consideration.
