<br />Item No: 7f <br />Meeting Date: August 25, 2014 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Resolution 8292 for Approval to Purchase a Records <br />Management System (RMS) with Zuercher Technologies <br /> <br />Background/History <br /> <br />The Mounds View Police Department has operated under a records management <br />system (RMS) created by the St Paul Police Department since 2004. Originally, all the <br />suburban cities in Ramsey County utilized this records and report system. However, <br />some of the suburban cities have switched to a different RMS vendor, LETG, during the <br />past few years. The Ramsey County Sheriff’s Department has used yet a different <br />records management system. <br /> <br />The St Paul RMS began as a new and efficient manner for the police department to <br />electronically write, organize and store all police reports and files in a digital database. <br />However, after 10 years, this system has become outdated. The St Paul Police <br />Department has provided technical support for this system along with the wireless <br />support for the mobile laptops contained in the squad cars. Beginning 2015, St Paul no <br />longer intends to provide this support to the suburban cities. Thus, those cities still <br />using the St Paul RMS are being forced to change systems. However, St Paul has <br />indicated that they will continue to provide necessary services temporarily into early <br />2015 if any new system is not yet operational. The cost for that extended service is not <br />yet available. It is yet unclear what direction the city of St Paul will take for their future <br />RMS during 2015. <br /> <br />During the past 12-18 months, the Ramsey County Sheriff’s Department has also <br />recognized the deficiency in their current and outdated RMS. As a result, the Ramsey <br />County Sheriff’s Department staff began a process to research the possibility of <br />acquiring a new RMS and incorporating the suburban cities in Ramsey County to be a <br />part of this new system. This past summer, the Sheriff’s department, along with <br />volunteer representatives from various agencies selected Zuercher Technologies. <br />Zuercher was said to receive the highest marks as the best choice to meet the current <br />needs for law enforcement agencies in Ramsey County. <br /> <br />Computer Aided Dispatch (CAD) <br /> <br />This upcoming change in RMS is coinciding with another large change scheduled for <br />January 2015 by the Ramsey County Emergency Communications Center for a new <br />Computer Aided Dispatch or CAD system. The CAD system is a combination of the <br />hardware, software and services the Communications Center utilizes to provide <br />dispatching and communications service to individual cities within Ramsey County.
