<br />CRITERIA FOR DETERMINING DESIGNS FOR PROJECTS IN THE SUIP 2/2 <br />of the property owners. The U.S. Postmaster has final approval of the mailbox grouping plan. <br />After installation, the City will own and maintain the mailbox post. Property owners will have <br />ownership and responsibility for the mailboxes. <br />3. Specific needs for individual streets will be evaluated, including: <br />a. On-street parking <br />b. Pedestrian and bicycle traffic (in accordance with paragraph 2e above) addressing the <br />comprehensive trailway system goals of: <br />i. Helping to promote pedestrian and bicycle safety in the City; <br />ii. Providing a trailway system that connects recreational opportunities within the City; <br />iii. Providing trail links to Ramsey and Anoka counties and to adjacent cities’ trail systems; <br />iv. Providing access to high population concentration areas; <br />v. Providing an efficient means for destination oriented traffic; and <br />vi. Connecting to existing and future mass transportation features. <br />c. Bus routes <br />d. Schools, businesses, churches, and parks <br />e. Special use needs. <br />4. The financial impact of recommendations will be considered. <br />5. Environmental Impacts: Opportunities for reducing the impervious surfacing area relative to the <br />existing condition will be pursued where practical. In the absence of such opportunities, the goal <br />will be to achieve no net increase in impervious surface area. <br />6. Neighborhood feedback is encouraged to assist the Committee and the City Council understand <br />the specific needs, uses, and issues of the area streets. <br />7. The expertise and professional judgment of engineers and other specialists employed by the City <br />and its hired consultants will be considered.
