The City is currently in the design phase of the project and has discussed the street <br />configuration of Groveland Road with adjacent property owners. There is no direct cost or special assessment to you for <br />these planned improvements. <br />The City provided a Public Information Meeting on October 20th, and is exploring other design options to be considered by <br />Engineering staff and the Streets and Utilities Committee to recommend to City Council. On November 17, 2014 the Streets <br />and Utilities Committee will be determining a recommendation for City Council consideration. <br />The City is requesting additional input. <br />YOUR INPUT IS NEEDED FOR <br />GROVELAND ROAD STREET DESIGN <br />Background/Purpose: <br />Groveland Road is a designated roadway on the Municipal State Aid System (MSAS). This designation allows the City to <br />receive funding from the State of Minnesota for its maintenance and construction costs. The City receives approximately <br />$450,000 annually from this funding source. MSAS streets are required to meet State-Aid standards which require minimum <br />lane widths, centerline striping, and designated parking lanes. <br />Groveland Road is also designated to be a pedestrian/bicycle corridor in accordance with the City’s Comprehensive Plan. The <br />Comprehensive Plan is the City’s “master plan” to guide future development through the year 2030. The pedestrian/bicycle <br />corridors will create a citywide trail and sidewalk system when complete, connecting neighborhoods to parks, schools, library, <br />civic centers, transit, shopping, and other neighboring city and regional trails and sidewalks. <br />Design Considerations: <br />Groveland Road will be fully reconstructed with a new asphalt pavement section and concrete curb and gutters similar to <br />other recent street projects. Preliminary recommendations for street width, lane configuration, and pedestrian/bicycle <br />accommodations have been provided by engineering staff. A typical section of options is on the back side of this notice. <br />Parking: Due to underutilization and infrequent use of current on-street parking on both sides of Groveland Road, parking is <br />recommended on the west side only. On-street parking on east side would be prohibited. <br />Pedestrian/Bicycle Accommodations: Options for pedestrian/bicycle accommodations include either: 1) sidewalk, or 2) multi- <br />use trail on the opposite side of the street from on-street parking. Sidewalks and trails are maintained by Public Works <br />including snow removal. Engineering staff is recommending sidewalk on the east side along Groveland Park only. Due to low <br />utilization of on-street parking, the proposed parking lane on the west can be shared-use with bicycle and pedestrian traffic. <br /> <br />Speed Considerations: Option A is recommended by Public Works.
