Item No: 11B2
Meeting Date: November 24, 2013
Type of Business: Reports
Administrator Review: ____

City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: Nick DeBar, Director of Public Works/City Engineer
Item Title/Subject: Public Works – Miscellaneous Items

There exists several miscellaneous items related to Public Works that staff would like to provide
updates and solicit direction from the City Council.

Damage to City Hall Elevator
I provided the Council a memo dated November 18, 2014 regarding an event that damaged the
City Hall elevator recently when the sump pump station located in the basement failed, causing
water to back up in the elevator pit. The state elevator inspector ordered the elevator out of
service on November 7, 2014 until necessary repairs could be made. Public Works used the
inspector’s report to solicit quotes from qualified elevator contractors. Two quotes were received
for $12,756 and $22,306 to get the elevator back into service (attached). Scheduling for the repair
is approximately one to two months when the proposal is accepted.

Staff would like to know how the Council wants to proceed with the repair. The elevator is not
heavily used but is no use out of service. Monies for this repair have not been budgeted for in
2014.

Groveland Lift Station Rehabilitation
The Groveland Lift Station is one of two sanitary lift stations owned and operated by the City. This
lift station is located at the northeast corner of Groveland Road and Ardan Avenue in next year’s
Area H street project. Public Works has discussed with the Council the need to rehabilitate the
station and the opportunity to have this done with the Area H project. The station sits at the edge
of the street pavement and will be in the sidewalk planned for Ardan Avenue. The station has
original pumps and components from 1962.

Public Works solicited a fee proposal from Stantec to perform design, bidding, and construction
services on the station. Attached is the design fee proposal from Stantec for $44,000. The
proposal is intended to add the lift station rehabilitation construction work, estimated to be
approximately $250,000, to the bidding documents for the Area H street project. Many efficiencies
will be realized by doing so rather than a stand-alone project, and engineering staff inspecting the
street project can cover the vast majority of the lift station work.

Staff would like to have Stantec proceed with the design work for the rehabilitation. This work was
not included in the original design proposal provided by Stantec for the Area H project, but was
proposed by Public Works staff.

Respectfully submitted,

Nick DeBar
Director of Public Works/City Engineer
