Item No: 07B Meeting Date: December 8, 2014 Type of Business: CB Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant City Administrator Item Title/Subject: Public Hearing, Resolution 8338, a Resolution to Consider a Residential Kennel License Located at 2228 Hillview Road Background Benjamin Strehlo is a renting house, owned Mark Hagemann and Christine Coderre, at 2228 Hillview Road. Mr. Strehlo has three (3) dogs at the property and is requesting approval for a Residential Kennel License. The breeds of all three (3) dogs are American Pitbulls. All three (3) dogs are current on their rabies shots and have been licensed. This property is also fenced. Discussion On August 25, 2014, the Mounds View City Council approved Ordinance 890 (attached), which revised the requirements for obtaining a kennel license by not requiring residents to present a petition, but instead to have Staff send a public hearing notice to property owners or those occupying the land within five hundred feet (500’) radius at least ten (10) days before the public hearing. The City sent notices of this public hearing to residents within 500 feet radius of 2228 Hillview Road fifteen (15) days prior to this public hearing. In addition, Mr. Strehlo did receive written permission from the property owner, allowing him to have three (3) dogs at this property. This written permission will be attached to their kennel license on file with the City. Recommendation Staff recommends opening the public hearing for public comment, and consider Resolution 8338 for approval. If approved, this license will expire on June 30, 2015.
