<br />Item No: 7C <br />Meeting Date: December 8, 2014 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Report and Resolution 8332 for Approval to Hire Jennifer <br />Fulton as a Police Support Specialist <br />Introduction: <br /> <br />The police support specialist position oversees the administrative functions of the police department <br />focusing on the maintenance of all police records, reports and documents. The position serves as <br />the initial point of contact for the general public whether in person or by phone. The position also <br />provides members of the public with the proper referral for services needed. In addition, the position <br />serves as the Terminal Agency Coordinator (TAC) which is responsible for compliance with all state <br />and federal requirements for criminal justice records management maintenance and submissions. <br /> <br />Discussion: <br /> <br />Linda Meyer, the previous police support specialist, retired as of October 31, 2014. The police civil <br />service commission approved the hiring process and revised the job description for this position on <br />July 23, 2014. The commission has reviewed and certified the following top three candidates for the <br />position: <br /> <br />1. Jennifer Fulton <br />2. Nomanda Weinke <br />3. Kelly Johnson <br /> <br />The top candidate has successfully completed a review of their past training and experience, an oral <br />interview and a complete background investigation. This candidate has previous employment <br />experience with other law enforcement agencies, which should enable a smooth transition to the <br />duties of a support specialist. The Police Chief has met with this candidate and recommends <br />Jennifer Fulton be appointed to the position. On November 26, 2014, the Police Civil Service <br />Commission also approved the recommendation to hire Jennifer Fulton as the next police support <br />specialist. <br /> <br />Recommendation: <br /> <br />Staff recommends the city council approve resolution 8332 for the hiring of Jennifer Fulton to the <br />position of police support specialist effective December 15, 2014. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />__________________ <br />Thomas Kinney <br />Chief of Police <br /> <br /> <br />
