CITY OF MOUNDS VIEW <br />POSITION DESCRIPTION <br /> <br />Position Title: Director of Public Works <br />Department: Public Works <br />Accountable to: Clerk-Administrator City Administrator <br />Status: Exempt <br /> PRIMARY OBJECTIVE OF POSITION <br /> <br />Performs complex supervisory, administrative and professional work in planning, <br />organizing, directing, and supervising the Public Works Department, including the water <br />delivery system, sanitary sewer, storm sewer and surface water management, streets and <br />infrastructure, trailways, traffic mitigation, the public works garage and maintenance facility. <br />Manages the maintenance of the Community Center, City parks and all other City owned <br />facilities. Oversees public improvement projects and reviews, approves, and executes <br />City, County, and State plans. Directs parks administrative activities and provides direction <br />and support to the Parks and Recreation and Forestry Commission. <br /> <br />SUPERVISION RECEIVED <br />This position reports to the Clerk-Administrator City Administrator. <br /> <br />SUPERVISION EXERCISED <br />Exercises supervision over all public works staff. <br /> <br />ESSENTIAL DUTIES AND RESPONSIBILITIES <br /> <br />• Plans, organizes, coordinates, supervises and evaluates programs, plans, services, <br />staffing, equipment and infrastructure of the public works department. <br />• Evaluates public works needs and formulates short and long range plans to meet <br />needs in all areas of responsibility, including transportation, street, water, sewer, <br />drainage, and park maintenance. <br />• Supervises the review of private project development plans for compliance with <br />codes, regulations, and standards, adequacy of applications for permits and <br />compliance with approved plans. <br />• Oversees the development and implementation of the Streets and Utilities <br />Infrastructure Improvement Program, Comprehensive Sewer Plan, Comprehensive <br />Water Plan, the Capital Improvement Program and other plans involving the <br />municipal infrastructure. <br />• Determines applicable codes, regulations and requirements for assigned projects. <br />• Oversees the preparation of engineering plans and specifications, bidding, <br />competency of contractors and vendors and the selection criteria for public <br />contracts.
