Mounds View City Council October '28, 2013 <br />Regular Meeting Page 5 <br />1 <br />2 Council Member Mueller explained she toured the St. Paul water treatment facility on Rice <br />3 Street last Thursday evening. She discussed the water treatment process in fm-ther detail with the <br />4 Council. <br />5 <br />6 Council Member Mueller noted she would be attending the T rondale High School musical <br />7 production Shrek this weekend. <br />8 <br />9 Mayor Flaherty commented Metro Transit would be holding an Open House to assist in creating <br />10 a plan to expand the transit program in the region. These Open Houses were scheduled for <br />11 November 12, 2013 in Brooklyn Center at the library from 1:30 to 3:30 p.m., November 13, 2013 <br />12 at the Union Depot in St. Paul and on November 14, 2013 at the Southdale Library in Eden <br />13 Prairie. <br />14 <br />15 Mayor Flaherty indicated lie received a nice letter from the Community Support Center thanking <br />16 the City for the recent donation that was made possible by Bethlehem Baptist Church. <br />17 <br />is Council Member Mueller encouraged all residents to vote on November 5, 2013. <br />19 <br />20 B. Reports of Staff. <br />21 1. Finance 3'd Quarter Report. <br />22 <br />23 Finance Director Beer discussed the third quarter finance report with the Council. He explained <br />24 the City received the first portion of LGA. A second LGA payment would be made in <br />25 December, along with the last portion of property taxes. He anticipated the City would come in <br />26 under budget for 2013. He discussed the community center expenses noting a transfer would <br />27 occur at the end of the year to cover the deficit. It was noted more Mounds View residents were <br />28 using the facility. <br />29 <br />3o Finance Director Beer discussed the four utility funds. He recommended that water rates be <br />31 increased by 10 cents in 2014 to assist with the water fund balance. In addition, the street light <br />32 expense should be increased by 25 cents per quarter to cover the street light expenses for the <br />33 City. <br />34 <br />35 Finance Director Beer reviewed the unemployment rates for the State, County and City, noting <br />36 Mounds View was slightly below average. He reported the Truth in Taxation hearing would be <br />37 held on November 25, 2013 at 6:00 p.m. and would be continued to the December 9, 2013 <br />38 meeting, where the levy and 2014 budget would be approved. <br />39 <br />40 Mayor Flaherty thanked Finance Director Beer for his thorough report. <br />41 <br />42 City Administrator Ericson reported Apple Tree Dental closed on their property on October 16, <br />43 2013 and a building permit has been issued. <br />44 <br />
