Mourns ViEw <br />of Mounds View Staff <br />item No: 7C <br />Meeting Date: November 25, 2013 <br />Type of Business: Council Business <br />Administrator Review:64?-- <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: troduction and First Re Signs <br />of Ordinance 884, Amending <br />In <br />The corridor is the City Council's priority this year and the Planning Commission was <br />asked to review the Zoning Code in order to better promote and accommodate <br />development along County Road 10. The Planning Commission started by discussing <br />general development ideas to make the Corridor look better. One of those ideas was <br />changing the style and height allowances of the signage that is along the Corridor to only <br />allow monument style signs, and to reduce the setback amount. <br />The Commission discussed sign code changes and proposed a few changes, some that <br />would affect signs for the entire City, and others that are specific to properties along the <br />Corridor. The Commission recommends lowering the height limits in the Business, <br />Industrial and CRP (Conservancy, Recreation & Preservation) zoning districts from 20 <br />feet or 35 feet down to 16 feet, and requiring some type of masonry materials (brick, <br />stone, stucco) for all signs throughout the City. The other suggestions are reducing the <br />minimum setback and sight triangle amounts from properties that are adjacent to County <br />Road 10. Since there is a lot of excess right-of-way space between the street pavement <br />and the front property lines, the Commission felt it would not cause problems for signs to <br />move closer to County Road 10. <br />Staff sent an email to many of the Mounds View businesses informing them about the <br />proposed sign code changes. The two responses received are included in this report. <br />Recommendation <br />Hold the Public Hearing for Ordinance 884. The first reading was held on November 12, <br />2013, but 14 days are required between the first reading and the ordinance adoption, so <br />the second reading and adoption will occur on December 9, 2013. <br />Sincerely, <br />Heidi Heller, Plan�sociate <br />Attachments: <br />1.
