Item No: 8D <br />Meeting Date: May 13, 2013 <br />Type of Business: Consent <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director & Desaree Crane, Assistant <br />City Administrator <br />Item Title/Subject: Resolution 8105, Approving a Revised Position Description and <br />Reauthorizing Advertisement for Rehiring a Maintenance <br />Worker (Drinking Water) in the Public Works Department <br /> <br />Background: <br />In March 2013, the City Council approved a revised position description and authorized <br />advertisement for rehiring the vacant maintenance worker position in the drinking water <br />subdivision (Res. 8072). The position was posted internally for one week (per Public Works <br />maintenance labor agreement) without interest, and then advertised on the League of <br />Minnesota Cities and City websites beginning March 19, 2013. Twenty-four applications <br />were received by the April 12, 2013 deadline and only five met the minimum requirements. <br />Staff interviewed the top candidates in mid-April and decided to re-evaluate the position <br />requirements. <br /> <br />Discussion: <br />Attached is a “redlined” version of the proposed changes to the position description. All <br />revisions are related to experience and license/certification portions of the minimum <br />qualifications section. The water operator certification has been changed from a Class C to <br />D, and timelines to obtain other licenses and certifications have been slightly tweaked. In <br />addition, completion of a water/wastewater technology program will be equivalent to one <br />year experience. The revisions will allow graduates from a post-secondary water or <br />wastewater technology to be eligible to meet the certification requirements necessary for <br />the position. Applicants meeting the proposed requirements will still have the skill set and <br />knowledge needed to perform the job, and it can be expected that the City will receive more <br />interest in the advertised position. <br /> <br />Recommendation: <br />Staff recommends that the City Council adopt the attached resolution that will approve the <br />revised position description and reauthorize advertisement for rehiring for the drinking water <br />maintenance worker position. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />Nick DeBar Desaree Crane <br />Public Works Director Assistant City Administrator <br /> <br />Attachments: <br /> Redlined Position Description <br /> Resolution 8105 w/ Proposed Position Description
