VI Appendix <br />A Policies <br />Policies can be used to help encourage sustainable practices. Listed below are examples of <br />environmental policies that are currently used in cities throughout the country. More information <br />can be found regarding policies, enforcement, and implementation at: <br />http://www.epa.gov/statelocalcfmate/index.htrnl (Environmental Protection Agency) <br />http://www.nrdc.org/enterprise/greeningadvisor/default.asp (Natural Resources Defense Council) <br />http://www.Imnc.org/page/l/home.jsp (League of Minnesota Cities) <br />http://vrwxv.ncpa.org/about/ (National Center for Policy Analysis) <br />Sample Policies: <br />No -Idling Policy (from the EPA) <br />• Cars cannot idle with engines running for more than two minutes when fully stopped. This <br />includes cars waiting to pick up passengers, idling outside of stores, or warming cars up in <br />the morning. <br />• Exceptions to this rule includes extreme weather or safety conditions <br />• Benefits: <br />Eliminating idling from the city of St. Anthony will reduce carbon emissions, <br />improving the air quality of the city, the city's carbon footprint, and fossil fuel use. <br />Will make St. Anthony a healthier city <br />Encourages people to walk or bike <br />Indoor Air Quality Policy: <br />• Requires periodic testing for radon, carbon dioxide, volatile organic compounds (VOCS) and <br />other harmful air emissions in public buildings <br />• Requires low-VOC options such as low VOC paints, building materials, and cleaning <br />products <br />• Benefits: <br />o VOCs are extremely harmful to people's health and are more prevalent in buildings <br />today than one might think. They are a common factor in the cause of Sick building <br />syndrome <br />o The reduction of VOCs and testing for harmful indoor air emissions will increase the <br />health and safety of those in public buildings <br />o Additionally, it will benefit the greater environment by using more natural products <br />Water Usage Policy: <br />• Encourage the replacement of inefficient plumbing fixtures with new low -flow options <br />including: <br />o Toilets <br />o Sinks <br />o Water heaters <br />o Showers <br />am "0' 24 <br />� la tJ <br />
