Assemble an advisory <br />committee and <br />technical committees <br />The advisory committee would meet during the <br />beta phase to help set the program requirements <br />and advise on program implementation. The <br />advisory committee should represent a broad range <br />of stakeholders, including city administrators, <br />elected officials, city residents, members of the <br />Clean Energy Resource Teams, and nonprofit <br />organizations. The advisory committee could be <br />chosen from among those advising on this report <br />(see Appendix B), or new members could be <br />selected. Suggested composition is the following: <br />• Ten members: identified by the League of <br />Minnesota Cities <br />• Three members: identified by MPCA & Office <br />of Energy Security (a third agency could also be <br />represented) <br />• Seven members: representing the seven Clean <br />Energy Resource Teams statewide <br />In addition to this overall advisory committee, four <br />technical committees, chosen for expertise within <br />specific issue areas, should continue to refine the <br />best practices.
