Item No: 2 <br />Meeting Date: April 1, 2013 <br />of Business: orkse nMOUN� VIrw Administrator Review: <br />City of Mounds View Staff Report -� <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Joint County Road 10 Corridor Discussion with the Planning Commission <br />In 2012, the City Council started talking about various ways to improve the County Road 10 corridor <br />- everything from landscaping to renaming the road to Northtown Boulevard. Mounds View banners <br />were hung on the trail light poles around City Hall last spring as a first step toward beautification, <br />and other landscaping ideas are being discussed. <br />The corridor is the City Council's priority this year and the Planning Commission has been asked to <br />start the process of reviewing the Zoning Code in regards to redevelopment, such as possibly <br />creating a "Corridor Overlay Zoning District" to better promote and accommodate redevelopment <br />along County Road 10. A few of the objectives for the overlay district could be to reduce front <br />building setbacks, require parking in the rear, encourage vertical development and mixed uses, <br />consider density bonuses and reductions in parking counts, promotion of creative stormwater <br />management, etc. The City is also interested in updating the Code to embraced sustainable and <br />green building and technologies (e.g. windmills, turbines, solar energy, etc.). <br />In preparation for the joint discussion, the Planning Commission has been asked to watch the "Land <br />Matters: Reinventing Main Street." video, and reviewed the 2006 redevelopment study done by <br />DSU/Bonestroo for the "Premium Stop" area. During the discussion, the Planning Commission <br />would like direction as to what specific ideas the City Council wants the Commission to begin <br />working on for the County Road 10 Corridor redevelopment efforts. <br />Sincerely, <br />Heidi Heller <br />Planning Associate <br />
