Item No: 07D <br />Meeting Date: August 12, 2013 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8138, Approving the Hire of Craig Swalchick <br />to the Housing/Code Enforcement Inspector Position in <br />the Community Development Department <br /> <br /> <br />Background: <br /> <br />At the June 10, 2013, City Council Meeting, the City Council authorized Staff to advertise for the <br />position of Housing/Code Enforcement Inspector. Staff advertised for the position on the City’s <br />website, League of Minnesota Cities website, and the Star Tribune. Staff received twenty-seven <br />(27) applications and interviewed the top ten (10). <br /> <br />Discussion: <br /> <br />Staff interviewed ten (10) candidates. The panel consisted of City Administrator James Ericson, <br />Planning Associate Heidi Heller and me. It was the consensus of the interview panel to <br />recommend Craig Swalchick to the position of Housing/Code Enforcement Inspector. <br /> <br />Mr. Swalchick currently works as a Public Service Officer (PSO) in the Mounds View Police <br />Department. Mr. Swalchick has also assisted the Community Development Department on rental <br />inspections and code compliance issues. He has been working for the City since October 26, <br />2010. Mr. Swalchick has two (2) Associate of Science Degrees, and is currently in the process of <br />obtaining a Bachelors Degree. <br /> <br />The Housing/Code Enforcement Inspector is a non-exempt, non-union position. Mr. Swalchick , if <br />hired, would start at Step 1 of the pay scale at $20.14/hour, with an increase to Step 1.5 of the <br />salary range (currently at $20.77/hr) after six months of employment, Step 2 (currently <br />$21.40/hour) after one year, Step 3 (currently $22.66/hour) after two years, Step 4 (currently <br />$23.92/hour) after three years, and Step 5 (currently $25.18/hour) after 4 years of employment. <br />All step/wage increases would be contingent on satisfactory job performance. <br /> <br />Mr. Swalchick would begin in his new position on Monday, August 26, 2013. <br /> <br />Recommendation: <br /> <br />Staff recommends the City Council adopt Resolution 8138, a resolution approving the hire of <br />Craig Swalchick to the position of Housing/Code Enforcement Inspector <br /> <br />Respectfully submitted, <br /> <br /> <br />________________________ <br />Desaree Crane
