Resolution 7876, Accepting Work for the 2010 Street and Utility 3 Improvement Project – Area B/C and Authorizing Final Payment to 4 Northwest Asphalt, Inc. 5 6 Public Works Director DeBar indicated Northwest Asphalt was the contractor used for Areas B 7 and C of the Street and Utility Improvement Project. He stated the work was substantially 8 completed on November 9, 2011. A punch list was created by the City and all work was 9 completed by the contractor. 10 11 Public Works Director DeBar explained the City was extremely happy with the work completed 12 by Northwest Asphalt and its subcontractors. He noted there were no change orders for Area B 13 or C. In addition, the work was completed for $207,055.51 below the estimated contract amount. 14 The remaining final payment due to Northwest Asphalt was $101,715.63. Staff recommended 15 authorization of the final payment. 16 17 Mayor Flaherty questioned if the City could still hold the contractor to its warranty if the final 18 payment is made. City Attorney Riggs indicated the contractor offered a one year warranty and 19 had a surety bond in place through November of 2012. Finance Director Beer stated the City 20 could not withhold payment for work completed. 21 22 MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7876, 23 Accepting Work for the 2010 Street and Utility Improvement Project – Area B/C and 24 Authorizing Final Payment to Northwest Asphalt, Inc. 25 26 Ayes – 5 Nays – 0 Motion carried. 27 28 K. Resolution 7877, Approving a Non-Standard Street Design for Sunnyside 29 Road in Area E of the Street and Utility Improvement Program. 30 31 Public Works Director DeBar stated the Street and Utility Task Force developed standards for all 32 City streets. He noted Sunnyside Road was the only non-standard street in Area E. Meetings 33 have been held between the committee and residents along this roadway to discuss its 34 configuration. The standards require that each direction have unimpeded flow with designated 35 parking, if space allows. 36 37 Public Works Director DeBar stated the Committee recommended the roadway be 32 feet in 38 width with parking along the west side. In order to use State Aid funds, the east side of the 39 roadway would have to be signed “No Parking”. This was a State Aid requirement. He 40 requested the Council approve the non-standard street design for Sunnyside Road in Area E. 41 42 Council Member Mueller asked if the additional width would affect the roadway. Public Works 43 Director DeBar stated Stantec would provide this information and the additional two feet would 44 be taken equally from both sides of the roadway. 45
