RESOLUTION 7891 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />APPROVING MAINTENANCE METHOD FOR TRAFFIC SIGN <br />RETROREFLECTIVITY STANDARDS <br /> <br />WHEREAS, the Manual on Uniform Traffic Control Devices (MUTCD) is the <br />national standard for traffic signs and pavement marking on any street, highway, or <br />bicycle trail open to the public (23 CFR Part 655.603); and <br />WHEREAS, the MUTCD was recently updated in 2009 and mandates that <br />agencies maintain traffic signs to meet new retroreflectivity standards by January 2015 <br />for regulatory and warning signs and January 2018 for guide and street name signs; and <br />WHEREAS, to facilitate compliance with the retroreflectivity mandates, agencies <br />need to have a maintenance method chosen from standardized assessment and <br />management methods by January 2012; and <br />WHEREAS, City staff is recommending a combination of the Expected Sign Life <br />and Blanket Replacement methods be employed to comply with the retroreflectivity <br />standards. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds <br />View, Ramsey County, Minnesota as follows: <br />1.
