Item No: 7A <br />Meeting Date: February 27, 2012 <br />Type of Business: Public Hearing <br />Administrator Review: ________ <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: ROLL CALL VOTE – Public Hearing, Second Reading and <br />Adoption of Ordinance 867, Amending Chapter 1112.03 to <br />Allow Outdoor Vending Kiosks at Retail and Restaurant <br />Businesses as an Accessory Use <br /> <br />Introduction: <br />Video rental stores are almost no longer in existence due to technology and the internet, but <br />another trend for renting movies and video games has appeared in the last few years – the <br />“Redbox”. These are fully automated vending “kiosks” that take up 12 square feet of floor space <br />and dispense dvd movies and video games to rent. These kiosks can be located inside or <br />outside of a business. <br /> <br />Discussion: <br />Over the last few years, McDonald’s and Walgreens have asked if they could place a Redbox <br />outside their business in Mounds View. The City Code does not address this type of outdoor <br />use, which means that it is not allowed. City staff has told businesses that they could not have a <br />Redbox outside, but could have one inside the business. City staff felt that due to the popularity <br />of Redboxes, the City Code should be amended to address this new type of technology. <br /> <br />Because the Zoning Code is written in such a way that uses build on each zoning district (the <br />uses allowed in B-1 are allowed in the B-2, B-3 and B-4 districts), Staff proposed to add the new <br />language to the B-1 district chapter, which would then carry over to the other zoning districts. A <br />definition of “Rental Vending Kiosk” is also added into Zoning Code Chapter 1102.02. <br /> <br />Recommendation: <br />After holding the public hearing, staff recommends Council approval of Ordinance 867. Action on <br />the ordinance is by a roll call vote of the Council.
