<br />Item No: 8C <br />Meeting Date: March 12, 2012 <br />Type of Business: Consent <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 7908 Approving an Amendment to the Mounds <br />View Personnel Manual in Section 3.50 Relating to Uniform <br />Reimbursement for Civilian Police Department Employees <br /> <br />Introduction: <br /> <br />There are three uniformed civilian (non-sworn) employees within the Mounds View Police <br />Department. As of December 30, 2011, these three employees had been represented by <br />AFSCME Council No. 5, Local 2686. With the decertification of the union, the civilian <br />employees are now subject to the City’s Personnel Manual, with regard to uniform <br />reimbursement. <br /> <br />Discussion: <br /> <br />The Personnel Manual presently indicates that all non-union Police Department employees <br />receive the same amount of reimbursement as do the sergeants. This had applied to the <br />Chief and Deputy Chief. The amount of the reimbursement is $710 annually, which is paid <br />out in a lump sum toward the beginning of the calendar year. <br /> <br />The former AFSCME police department employees had received a maximum annual <br />reimbursement up to $350 for uniform items required by the employer. To address the <br />decertification of the AFSCME union and to maintain the same level of reimbursement <br />provided to the civilian employees, the Personnel Manual should be revised to include the <br />following: <br /> <br />SECTION 3.50: UNIFORM ALLOWANCES <br /> <br />The non-union Mounds View Public Works employees are authorized the same <br />uniform allowance reimbursement as the Public Works Union employees as <br />outlined in the Public Works Union Contract. <br /> <br />The sworn non-union Mounds View Police Department employees (Chief and <br />Deputy Chief) are authorized the same uniform allowance reimbursement benefits <br />as the Police L.E.L.S Union employees as outlined in the L.E.L.S. Police Sergeants <br />union contract. <br /> <br />Employees working in the Police Department in the positions of Support Specialist, <br />Records/Evidence Technician, and Public Safety Officer (PSO) shall be reimbursed <br />up to a maximum of $350.00 annually for uniform items required by the <br />EMPLOYER. <br /> <br /> <br />
