Staff read the Ordinance in full and recommended approval by the Council. 1 <br /> 2 <br />Mayor Flaherty opened the public hearing at 7:05 p.m. 3 <br /> 4 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:05 p.m. 5 <br /> 6 <br />Council Member Stigney questioned if the size of the kiosks should be limited to 12 square feet. 7 <br />City Administrator Ericson indicated staff was not interested in limiting the size. Each retail use 8 <br />would have the discretion to control this issue. He did not feel the City had the size or density 9 <br />where three units would be needed at a single site. 10 <br /> 11 <br />Council Member Mueller commended the City Council, Planning Commission and Staff for 12 <br />addressing this issue and bringing forward an Ordinance to support this new use. She was 13 <br />pleased the kiosks would be available throughout the City as it made the community more 14 <br />walkable. 15 <br /> 16 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Second Reading and Adopt Ordinance 867, 17 <br />to Allow Outdoor Vending Kiosks (ex. Redbox) at Retail and Restaurant Businesses and publish 18 <br />a summary. 19 <br /> 20 <br />ROLL CALL: Mueller/Gunn/Hull/Stigney/Flaherty. 21 <br /> 22 <br /> Ayes – 5 Nays – 0 Motion carried. 23 <br /> 24 <br />B. Resolution 7902, Supporting No Change to the Fiscal Disparities Program. 25 <br /> 26 <br />City Administrator Ericson stated the Council was being asked to consider a Resolution 27 <br />supporting no change to the Fiscal Disparities Program. He indicated Mounds View does receive 28 <br />a benefit from the Fiscal Disparities Program and the City would like that to be maintained. Staff 29 <br />recommended the Council approval of Resolution 77902. 30 <br /> 31 <br />Bob Benke, director of the North Metro Mayor’s Association, indicated this issue has been 32 <br />discussed by the House and, at this time, he did not foresee any significant changes to the Fiscal 33 <br />Disparities Program. He discussed the numerous benefits of the program with the Council in 34 <br />detail. Mr. Benke recommended the City review the report and support no change to the 35 <br />program. 36 <br /> 37 <br />Mayor Flaherty indicated fiscal disparities came about in 1971 and assisted in creating a level 38 <br />playing field for business developments and the City’s tax base. He fully supported the 39 <br />Resolution before the Council. 40 <br /> 41 <br />Council Member Mueller questioned if the current fiscal disparities program reduced the bidding 42 <br />wars between cities when trying to attract new businesses. Mr. Bankie felt this was the case, 43 <br />even if the impact was minimal. 44 <br /> 45
