Mounds View City Council March 12, 2012 <br />Regular Meeting Page 9 <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 8:51 p.m. 1 <br /> 2 <br />Mayor Flaherty summarized that this Ordinance ensured that residents would be accessing a 3 <br />frequently used detached parking area only through an approved curb cut. Planning Associate 4 <br />Heller stated this would disallow residents from using their lawns to access detached parking or 5 <br />storage sheds. She stated the City did not want residents driving over the new curbs either. 6 <br /> 7 <br />Council Member Mueller suggested the term “frequent use” be greater defined within the 8 <br />Ordinance. 9 <br /> 10 <br />Mayor Flaherty was comfortable with the term as it would increase the difficulty for staff to 11 <br />enforce. 12 <br /> 13 <br />Council Member Mueller questioned how the issue would be enforced. Planning Associate 14 <br />Heller stated staff would monitor the properties in question over a period of time to see how the 15 <br />property was being used and if there was a violation. 16 <br /> 17 <br />MOTION/SECOND: Hull/Gunn. To Waive the First Reading and Introduce Ordinance 869, an 18 <br />Amendment to Zoning Code Chapter 1121 regarding Accessing Detached Parking Areas. 19 <br /> 20 <br /> Ayes – 5 Nays – 0 Motion carried. 21 <br /> 22 <br />C. Resolution 7911, Approving Reestablishment of Precinct Boundaries. 23 <br /> 24 <br />Assistant City Administrator Crane stated that the County was required to review the redistricting 25 <br />of the City after completion of the 2010 census. She noted all four precincts would remain at the 26 <br />Community Center. She requested the Council approve Resolution 7911 approving the precincts 27 <br />boundaries for the 2012 primary and general elections. 28 <br /> 29 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7911, 30 <br />Approving Reestablishment of Precinct Boundaries. 31 <br /> 32 <br /> Ayes – 5 Nays – 0 Motion carried. 33 <br /> 34 <br />D. Resolution 7912, Approving Step Wage Adjustments for Agnes Quasabart, 35 <br />Accountant and Police Officer Andrew Olson. 36 <br /> 37 <br />Mayor Flaherty stepped out of the Council Chambers. 38 <br /> 39 <br />Assistant City Administrator Crane stated Accountant Agnes Quasabart and Police Officer 40 <br />Andrew Olson were due a step wage adjustment after completing a satisfactory performance 41 <br />evaluation and one year of service to the City of Mounds View.
