Mounds View City Council March 12, 2012 <br />Regular Meeting Page 11 <br /> <br />summer involved both painting and structural repairs. He noted the initial inspection conducted 1 <br />by KLM recommended the water tower be completed sometime between 2010 and 2012. The 2 <br />scope of the work being completed has increased slightly with the plans and specifications 3 <br />needing revision. 4 <br /> 5 <br />Public Works Director DeBar reported the Council approved these plans on January 23rd and the 6 <br />advertisement for bids was published in the Sun Focus on February 2nd and February 9th. He 7 <br />noted a pre-bid meeting was held on February 28th. Three contractors attended this meeting. 8 <br />The City received three bid packages, two for the early schedule and three bids for the later 9 <br />schedule. The low bidder was Odland Protective Coatings out of Rogers, Minnesota and came in 10 <br />at $449,000. Staff recommended the Council award the construction contract to Odland for a 11 <br />late season project. 12 <br /> 13 <br />Public Works Director DeBar understood the late season project would impact the Festival in the 14 <br />Park which has been discussed with the Festival Committee. He indicated the 2012 budget had 15 <br />$700,000 budgeted for the project and the estimated total project costs with consultant fees was 16 <br />$500,000. A contingency of 10% was being requested for the project. 17 <br /> 18 <br />MOTION/SECOND: Stigney/Mueller. To Waive the Reading and Adopt Resolution 7915, 19 <br />Awarding a Construction Contract to Odland Protective Coatings Inc. for 2012 Water Tower 20 <br />Reconditioning Project. 21 <br /> 22 <br />Mayor Flaherty was pleased to see the cost savings provided by completing the project later in 23 <br />the season. 24 <br /> 25 <br /> Ayes – 5 Nays – 0 Motion carried. 26 <br /> 27 <br />8. Resolution 7916, Approving Contracts with 4 Seasons Tree Care, Inc. and 38 <br />Upper Cut Tree Services for Tree Removal and Trimming Services. 39 <br />C. Resolution 7908, Amending the Personnel Manual Relating to Uniform 40 <br />Reimbursement for Civilian Police Department Employees. 41 <br />D. Resolution 7909, Approving a Two-Year Labor Agreement with the Public 42 <br />Works Collective Bargaining Unit for 2012 and 2013. 43
