Item No: 7P <br />Meeting Date: May 14, 2012 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 7936, Authorizing Inspect, Inc. to Prepare an Exterior <br />Wall Management Program for Municipal Facilities <br />Background: <br />Nearly all of the sixteen municipal facilities have brick and mortar exterior wall construction. <br />Although this construction method has been proven, environmental factors eventually <br />deteriorate these materials - especially in our harsh climate. A major factor in this deterioration <br />is moisture. Brick and mortar are not impermeable materials, and deterioration can accelerate <br />quickly when water infiltrates the wall system. <br /> <br />Discussion: <br />There are a number of municipal buildings that are showing signs of deterioration in the brick <br />and mortar. Some of these facilities are included in the CIP for tuck-pointing repairs, including <br />many of the water facilities. In order to properly prioritize these repairs, Public Works consulted <br />with Inspec, Inc. to develop a management approach for prioritizing and evaluating the various <br />wall conditions. This approach would be similar to that of the roof management program <br />prepared by Inspec several years ago. The roof management program is an asset <br />management tool to proactively prioritization and budget the various repairs and replacement. <br /> <br />Inspec has provided a proposal fee of $6,500 to prepare an exterior wall management program. <br />The scope of work includes detailed examination of each facility, identification of maintenance <br />needs, CAD-generated sketches, photographs, prioritization of deficiencies, cost estimates, <br />and a written report. This program will cover the following brick and mortar buildings and <br />facilities: <br />• City Hall (and Police Department) <br />• Community Center <br />• Booster Station <br />• 2,000,000 Ground Reservoir <br />• Well House Nos. 2, 5, and 6 <br />• Groveland and Hillview Park shelters <br /> <br />Recommendation: <br />Staff recommends that the City Council adopt the attached resolution authorizing Inspec to <br />prepare an exterior wall management program for municipal facilities. If adopted, Inspec’s fee <br />will be paid from the following funds: Water (700-4823) - $4,000; Parks (100-4360) - $500; <br />Buildings/Grounds (100-4460) - $500; Community Center (252-4350) - $500. <br /> <br />Respectfully submitted, <br /> <br /> <br />Nick DeBar - Public Works Director
