8

The second event occurred on St Patrick’s Day in St Paul. The areas of focus were 7th St and
Grand Ave. Our agency had two officers make thirty four traffic stops for various violations. A
high number of both motorists and pedestrians were out on the streets that day.

The last event of the quarter was on March 23, 2012 in Shoreview and hosted by the Ramsey
County Sheriff’s Department. Officer Knitter and Sgt Wolf participated. Sgt Wolf was
awarded a new window tint meter for making the first DWI arrest of the evening, just 15
minutes into his shift!

Unusual Incidents

During the course of six days in late January, the Mounds View Police Department
investigated two different homicide scenes. These were unusual occurrences for such a short
time period which the department has not experienced in many decades.

On January 25, 2012, a welfare check of two residents at 2949 County Rd 10 resulted in the
discovery of the deceased bodies of Mark and Christine Schnor. Each victim had sustained a
fatal gunshot wound which was later determined to be a murder suicide.

Then on January 31, 2012, the department responded to a stabbing at 2634 Lake Ct Dr
where a 51 year old male, Michael Hilling was found deceased from a stab wound to the
chest. The 56 year old brother, Jay Hilling, was arrested and charged with 2nd degree
murder and is in custody and awaiting trial.

Both of these incidents demanded many days of investigation by our investigators, as well as
assisting agents from the Minnesota Bureau of Criminal Apprehension (BCA) and the
Ramsey County Medical Examiner’s Office.

Canine (K9) Unit

The Mounds View Police Department recently welcomed the newest member to our
department, K-9 Niko. Niko is a 10-month old, male, German Shepherd Dog. Mounds View
Police Officer Nick Erickson and Niko will form the K-9 team. The training for the K-9 team
began the first week of March and will continue until late May. At that time the team will join
the patrol division and assist with calls for service, and a variety of other calls. The K-9 team
recently appeared at the Mounds View Town Hall Meeting. They greeted citizens and city
staff and posed for pictures.

A group of Edgewood Middle School students in Mr. Eder’s technical education class
constructed a doghouse for Niko. The house was a well built structure that currently serves
as the home for Niko.

The entire department is excited about the new opportunities that come with having a K-9
team as a member of our department. If you would like more information about the K-9 unit or
would like to make a donation to help cover the cost of training, care and equipment please
contact the Police Department at 763-717-4070.
