Item No:7D <br />Meeting Date: June 25, 2012 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Supervisor <br />Item Title/Subject: Resolution 7965, Approving the Purchase of a 2006 Altec model <br />AT#7-G42 bucket truck on a 2007 Ford F550 chassis from Aspen <br />Equipment of Bloomington MN <br /> <br />Background: <br />In 2007, the City installed 0.67 miles of trails along County Road 10 (segments 9&10). In 2009, <br />another 1.7 miles were added with segments 1-5. As part of that project trail lights were added. A <br />total of 109 lights are along these trails. Additionally, the parks have lights for hockey rinks, tennis <br />courts, playgrounds and the parking lots. The Public Works Department’s maintenance program <br />requires lights to function correctly. This requires borrowing a bucket truck from another city, or <br />contracting out this service. Occasionally the City has paid an electrician to replace light bulbs in the <br />past. The Public Works Department also trims trees along the trails, sidewalks and the street right of <br />ways. Each of these has a different height requirement for keeping limbs safely out of the way from <br />the general public. <br /> <br />Recently the EDA approved putting banners on all the light poles along the County Road 10 corridor. <br />Brackets will be strapped to the light poles and banners will be placed on the brackets. Staff is <br />anticipating this system will need continued maintenance. A bucket truck owned by the city will allow <br />public works to maintain lights, in the parks and on the County Road 10 corridor, trim limbs and <br />maintain the banner system. <br /> <br />In 2010, staff proposed budgeting for a new bucket truck at cost of $147,000. Upon further review, it <br />was decided that a used truck would be more appropriate for the city, and the 2011 budget was <br />revised to include $45,000 for the truck. At that time, staff started looking for a used bucket truck that <br />would serve the Public Works Department and stay in the budget approved by the City Council. <br /> <br />Discussion: <br />Staff continued looking and getting information on used bucket trucks available in the area. Staff has <br />received leads on equipment that were scheduled to be traded in, only to learn that the deal had <br />fallen through. Other trucks were researched; these were found to be over the budget amount or not <br />suited for the work intended by Public Works. Recently staff learned of a used bucket truck for sale <br />from Aspen Equipment (Bloomington, MN) that would fit the needs of the Public Works Department. <br /> <br />The unit from Aspen is on a 2007 Ford chassis F550 4x2 6. L power stroke diesel, with an automatic <br />transmission. The unit has 48,406 miles and 4,969 engine hours. This calculates to 9,681 miles and <br />993 engine hours per year. The unit has a 2006 Altec model AT37-G 42 working height insulated <br />articulating arm. Aspen was asking $49,900 for the truck, but staff was able to negotiate the sale <br />price down to $45,000 (not including sales tax or license fees). <br /> <br />The adopted 2012 Budget does include the purchase of a boom truck, for $45,000.00 in the Vehicle <br />and equipment fund 460-4160-7030.
