Mounds View City Council May 14, 2012 <br />Regular Meeting Page 2 <br /> <br /> C. 2011 Audit Presentation, Aaron Nielsen, CPA, Principal at MMKR Certified 1 <br />Public Accountant 2 <br /> 3 <br />Aaron Nielson, Partner with MMKR, thanked the Council for their time this evening and 4 <br />presented the 2011 audit in detail. He commented the City of Mounds View had received 5 <br />recognition from the MnGFOA for excellence in financial reporting in 2010. Mr. Nielson 6 <br />discussed the elimination of the levy reduction fund. He summarized the management report 7 <br />further and commented on the importance of the City monitoring and evaluating the utility rates. 8 <br />He then asked for questions or comments from the Council. 9 <br /> 10 <br />Council Member Mueller questioned how many invoices were sampled throughout the audit. 11 <br />Mr. Nielson stated a sample of 26 invoices was reviewed. 12 <br /> 13 <br />Mayor Flaherty thanked Mr. Nielson for his presentation this evening and a special thanks to 14 <br />Finance Director Beer and the finance department for their dedicated service to the City. 15 <br /> 16 <br />7. COUNCIL BUSINESS 17 <br />A. 7:05 p.m. Public Hearing, Resolution 7938, Consider Approval of an On Sale 18 <br />Intoxicating Liquor License for Moe’s located at 2400 County Highway 10. 19 <br /> 20 <br />Assistant City Administrator Crane stated in accordance with City Code all liquor licenses were 21 <br />required to have a public hearing. She indicated the public hearing for Moe’s would have to be 22 <br />continued as the City had not received an application or fees. The application was sent certified 23 <br />mail to the owner of Moe’s and this paperwork was signed for. The fees were due on May 7th. 24 <br />Staff sent another letter to the owner extending the deadline to May 23rd. She recommended the 25 <br />Council open the public hearing to allow for comment and postpone action until Tuesday, May 26 <br />29th. 27 <br /> 28 <br />Mayor Flaherty opened the public hearing at 7:22 p.m. 29 <br /> 30 <br />MOTION/SECOND: Mueller/Stigney. To Continue the Public Hearing for the On Sale 31 <br />Intoxicating Liquor License for Moe’s located at 2400 County Highway 10 until Tuesday, May 32 <br />29, 2012. 33 <br /> 34 <br /> Ayes – 5 Nays – 0 Motion carried. 35 <br /> 36 <br />B. 7:10 p.m. Public Hearing, Resolution 7939, Consider Approval of an On Sale 37 <br />Intoxicating Liquor License for Mermaid Acquisition Group, Inc., (doing 38 <br />business as The Mermaid) located at 2200 County Highway 10. 39 <br /> 40 <br />Assistant City Administrator Crane stated this was a public hearing for The Mermaid’s 41 <br />intoxicating liquor license. Proper notice was sent out by the City to surrounding properties 42 <br />within 300 feet of The Mermaid and published in the City’s official newspaper. She indicated 43 <br />property taxes were current, along with all City utilities and the Mounds View Police and Fire 44 <br />Department issued a satisfactory report. The City had not yet received the criminal background 45
