Item No: 6B <br />Meeting Date: June 25, 2012 <br />Type of Business: Special Order of Business <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Annual Public Information Meeting for MS4 SWPPP <br /> <br /> <br />Background/Discussion: <br />The City is required to have a public information meeting each year to present and solicit feedback <br />regarding it’s Storm Water Pollution Prevention Program (SWPPP). The SWPPP is a requirement of <br />the Municipal Separate Storm Sewer System (MS4) general permit. This permit is mandated by the <br />federal regulations under the Clean Water Act and administered by the Minnesota Pollution Control <br />Agency. The MS4 permitting program gives owners or operators of municipal separate storm sewer <br />systems approval to discharge stormwater to lakes, rivers and wetlands in Minnesota. An overview of <br />the MS4 program is attached to this report. <br /> <br />The SWPPP is available for review on the City’s webpage and printed copies are available for review at <br />the Public Works counter at City Hall. The MS2 general permit also requires completion of a reporting <br />form and is typically due on June 30 each year. <br /> <br />The annual public meeting is mandated to be noticed in advance in the City’s legal publication. A <br />notice was advertised in the legal section of the June 7, 2012 edition of the Sun-Focus, as well <br />included in the summer edition of the MV Matters and on the city webpage. <br /> <br />Recommendation: <br />Staff encourages input and feedback from the City Council and citizens on the City’s SWPPP and <br />stormwater issues in general.
