RESOLUTION 7967 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />ACCEPTING WORK FOR THE 2011 STREET AND UTILITY IMPROVEMENT <br />PROJECT - AREA D AND AUTHORIZING FINAL PAYMENT TO <br />NORTHWEST ASPHALT, INC. <br /> <br />WHEREAS, the City Council adopted Resolution 7176 on October 22, 2007 <br />establishing the Street and Utility Improvement Program (Program), which includes nine <br />Street and Utility Improvement Projects identified as Areas A through I; and <br />WHEREAS, the City Council authorized Bonestroo to perform preliminary <br />surveying on September 28, 2009 (Res. 7504) and engineering design services on July <br />12, 2010 (Res. 7643) for Area D of the Program, known as 2011 Street and Utility <br />Improvement Project – Area D (Project); and <br />WHEREAS, the City Council authorized Braun Intertec Corporation to perform a <br />preliminary geotechnical and environmental evaluation for the Project on September 13, <br />2010 (Res. 7673); and <br />WHEREAS, the City Council approved non-standard street design configurations <br />for Pinewood Court on September 13, 2010 (Res. 7675) and Jackson Drive on October <br />25, 2010 (Res. 7693); and <br />WHEREAS, the City Council approved the construction of a concrete sidewalk <br />along County Road H2 between County Road 10 and Jackson Drive on October 25, <br />2010 (Res. 7694); and <br />WHEREAS, the City Council denied Stormwater Infiltration Program appeals and <br />approved the proposed locations of stormwater infiltration basins for the Project on <br />November 18, 2010 (Res. 7702); and <br />WHEREAS, the City Council approved bidding documents and authorized the <br />advertisement for bids for the Project on February 28, 2011 (Res. 7747); and <br />WHEREAS, a bid opening was conducted on March 31, 2011 and eight sealed <br />bids were received ranging from $1,969,374.79 to $2,212,279.90 for construction of the <br />base bid schedule for the Project, with the lowest bid received by Northwest Asphalt, <br />Inc. of Shakopee, Minnesota; and <br />WHEREAS, the City Council awarded a contract for $1,969,374.79 to Northwest <br />Asphalt, Inc. on April 11, 2011 for construction of the Project (Res. 7771); and <br />WHEREAS, Northwest Asphalt, Inc. has successfully completed all project <br />construction and met all other contract requirements for the Project with the substantial <br />completion date of October 19, 2011 and a final construction cost of $1,848,242.47; and <br />WHEREAS, City staff and its engineering consultant, Stantec (formerly <br />Bonestroo), recommend accepting the completed construction work and issuing final <br />payment for $48,180.36 to Northwest Asphalt, Inc.
