<br />Item No: 07D <br />Meeting Date: July 23, 2012 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Resolution 7971, a Resolution Authorizing the Hire of <br />Steven Thorp to the Position of Building Official in the <br />Community Development Department <br /> <br /> <br /> <br />Background: <br /> <br />On March 18, 2012, Kathi Osmonson resigned from active service as a firefighter. In <br />addition, Ms. Osmonson also resigned as Building Official/Fire Marshal with the City. Her <br />last day with the City was on Friday, May 4, 2012. On April 23, 2012, the City Council <br />authorized Staff to advertise for the Building Official position. <br /> <br /> <br />Discussion: <br /> Staff advertised the opening on the City’s website, the league of MN Cities website, and with <br />the StarTribune. The anticipated starting salary for the position was advertised at $26.92/hr <br />to $33.65/hr. We received 37 applications for the position, and Staff interviewed 15 of these <br />candidates. The interview panel consisted of Jim Ericson, Jeremiah Anderson and I. After <br />the interviews were concluded, the panel narrowed it down to 5 candidates: These five <br />candidates were interviewed for a second time by Jim Ericson, Jeremiah Anderson and I, <br />and all 5 candidates were also given a computer/writing skills test. After the second <br />interviews were concluded, the panel decided that Steven Thorp was the most qualified for <br />the position. Mr. Thorp currently works for the City of Rosemount as their full-time Code <br />Inspector/Fire Marshal. In addition, Mr. Thorp also worked as the Code Official/Public Works <br />Director with the City of Scandia, Building Inspector with the City of Blaine, and Building <br />Inspector/Fire Marshal with the City of Cambridge. Mr. Thorp is a certified Building Official <br />and has a Bachelors degree in Economics at the University of Minnesota. <br /> <br />Reference checks and a criminal background check have been completed on Mr. Thorp, and <br />checks are satisfactory. <br /> <br />Salary and Benefits: <br /> <br />The Building Official position is a non-exempt, non-union position. Staff is recommending <br />Step 3 of the City’s pay plan at $30.29/hour for Mr. Thorp, with an increase to Step 4 of the <br />salary range (currently $31.97/hour) after one year of employment, and Step 5 (currently <br />$33.65/hour) after two years of employment. Mr. Thorp has been notified that all increases <br />are subject to a satisfactory performance evaluation and City Council consideration. <br /> <br /> <br /> <br />
