<br />Item No: 07A <br />Meeting Date: July 23, 2012 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Public Hearing, Resolution 7968, a Resolution to Approve a <br />Temporary On-Sale 3.2 Malt Liquor License for the Anoka/Blaine <br />Jaycees to Serve Liquor during the Mounds View Festival in the <br />Park on August 18, 2012 <br /> <br />Background: <br /> <br />In accordance with §503.03 of the Mounds View City Code, temporary 3.2 Malt Liquor Licenses may <br />be issued to a club, charitable, religious or non-profit organization for not more than two (2) <br />consecutive days. The Anoka/Blaine Jaycees are a non-profit organization that is requesting to <br />serve liquor during the Mounds View Festival in the Park on August 18, 2012. A public hearing is <br />required for all liquor licenses, and this public hearing was published in the City’s official newspaper. <br /> <br />Discussion: <br /> <br />The Mounds View Festival in the Park Committee approved the Anoka/Blaine Jaycees to serve <br />liquor during the Mounds View Festival in the Park, contingent on City Council approval of a <br />temporary liquor license. All applications and fees have been submitted. However, Staff has not <br />received the required Certificate of Liquor Liability Insurance. This license would be contingent on <br />receiving this insurance certificate. <br /> <br />Staff submitted a background check on the member of the Anoka/Blaine Jaycees responsible for the <br />liquor and management of the liquor distribution. Staff did receive a satisfactory criminal <br />background check. <br /> <br />Anoka/Blaine Jaycees served 3.2 Malt Liquor at last years Mounds View Festival in the Park. There <br />were no issues reported by the Police Department. <br /> <br />The Anoka/Blaine Jaycees would like to inquire whether the City Council would allow 3.2 liquor to be <br />consumed outside the confines of the beer garden. This would allow residents to walk around the <br />Festival/City Hall Park, while consuming an alcoholic beverage. Due to security and safety <br />concerns, the Police Chief and the Festival Committee are recommending not to allow liquor to be <br />consumed outside the beer garden area. <br /> <br />Members of the Anoka/Blaine Jaycees and the President of the Mounds View Festival in the Park <br />Committee (Theresa Cermak) will be present at this meeting to answer any questions you may have <br />in regard to management, security and distribution of liquor during the Mounds View Festival in the <br />Park. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of a temporary On-Sale 3.2 Malt Liquor License for the Anoka/Blaine <br />Jaycees to serve liquor on August 18, 2012, during the Mounds View Festival in the Park (located at <br />Mounds View City Hall Park).
